If you are looking to make an impact and tackle new challenges, we encourage you to consider a career with us.   The Pharmacy Director reports directly to Associate Deputy Commissioner of the Department of State Health Services (DSHS) in the Infectious Disease Prevention (IDP) Division. This position is responsible for the pharmacy related work of the HIV/STD Section, Tuberculosis and Hansen's Unit, and Immunization Section. The DSHS Pharmacy serves as a covered entity for the 340B Drug Discount Pricing Program for TB and STD medications it distributes. The DSHS Pharmacy maintains a Class A Pharmacy License and provides oversight to 85 Class D Pharmacies across Texas’s Public Health Regions. The Director performs advanced (senior-level) managerial work, works independently, and provides leadership to a multidisciplinary team that consists of pharmacists, pharmacy technicians, procurement staff, data analysts, distribution/shipping team, and staff responsible for the 340B program.

Requirements

  • Knowledge of principles and practices related of public health administration and management.
  • Knowledge of practices of drug distribution and pharmacy operations (ordering procedures, receipt and storage, inventory, repackaging, and shipping, etc.).
  • Knowledge of state and federal laws and regulations relevant to Pharmacy Unit operations and public health.
  • Knowledge of the Texas Legislative process.
  • Knowledge of equipment and information technology applications related to Pharmacy Unit operations.
  • Knowledge of structure and functions of public health organizations.
  • Knowledge of the principles of leadership and how to effectively interact with various leadership styles.
  • Knowledge of strategic planning, budget management, human resource management, project management, and conflict resolution.

Responsibilities

  • Oversees and provides leadership and management of Pharmacy Unit activities, including ordering, receiving, storing, repacking, inventorying, and shipping of pharmaceuticals, vaccines, and supplies on behalf of various DSHS programs.
  • Directs and oversees Unit activities related to DSHS Class D pharmacies including consultations, site reviews, and training provided to those clinic sites.
  • Directs and oversees Unit activities related to DSHS Class A pharmacy operations.
  • Develops and implements Unit guidelines, policies, procedures, and strategic plans.
  • Evaluates, monitors compliance, and ensures Unit activities are responsive to the public health needs of DSHS programs.
  • Responsible for oversight of DSHS Pharmacy initiatives and programs, including the annual inventory, 340B regulations, and drug donation.
  • Directs and manages activities of Unit staff, including planning, assigning, and supervising work.
  • Conducts personnel activities in accordance with agency policies, including hiring, orienting, establishing performance plans, and conducting performance evaluations.
  • Directs and oversees staff development plans and activities.
  • Provides leadership and direction on developing, implementing, reviewing, improving and maintaining business operations that support effective program and administrative activities.
  • Ensures that equipment, facilities, and IT applications are adequate to meet Unit business needs.
  • Uses project management and other techniques such as continuous process improvement to ensure identification of priorities and goals and implementation of new activities or process improvements.
  • Develops and implements techniques for evaluating business functions.
  • Makes recommendations to improve operations.
  • Ensures compliance with applicable federal and state laws and guidelines as well as agency, division, section, and Unit policies and procedures.
  • Develops and implements policies and procedures to ensure accuracy and reliability of Unit inventory data.
  • Works with DSHS programs to develop budget needs and requests, and monitors budget expenditures.
  • Within sphere of authority, ensures that purchasing is done in an accurate and timely manner in accordance with agency and Unit policy.
  • Represents Unit in internal and external teams, work groups, meetings and conferences.
  • Serves as the primary and knowledgeable contact for the Unit.
  • Responsible for pharmacy related legislative work.
  • Ensures subject matter experts are available as needed.
  • Develops and maintains effective working relationships with internal/external partners and stakeholders.
  • Actively participates in meetings and other forums as needed.
  • Directs and oversees response to internal and external inquiries and assignments.
  • Ensures responses are accurate and timely.
  • Reviews Unit responses and products to ensure quality and comprehensiveness.
  • Reviews and approves documents developed by the Unit to ensure professional quality and appearance, accurate and appropriate content, consistency, and responsiveness to the purpose of the document.
  • Other duties as assigned include, but are not limited to, actively participating and/or serving in a supporting role to meet the agency's obligation for disaster response and/or recovery of Continuity of Operations (COOP) activation.
