About The Position

This position will exercise professional independent judgment regarding complex Elections processes in accordance with Chapters 99-106, Florida Statutes and Section 1S-2, Florida Administrative Code. Assists Review Section supervisor in the training of new team staff members and quality review of staff work product. Develops improvement plans and provides management with recommendations for procedural improvements.  Participates in the development and implementation of training through personal, workshop and video trainings regarding the elections processes. Oversees office account filings and credentialing, and serves as lead contact on the office account process and requirements. Assists management with issuing officer credentials as needed.  Conducts quality assurance reviews of state, federal, multi-county and judicial candidate filing documents, as well as political committee and electioneering communication organization filing documents for determination of statutory and rule compliance.  Primary reviewer and processor of presidential candidate related filings. Updates database with new or changed account information.  Prepares the election results for binding after each General Election. Performs a detailed analysis of submissions by prospective minor political parties, assesses compliance of the certificate, charter, constitution and by-laws pursuant to Section 103.095, Florida Statutes; identifies deficiencies; consults with the legal office for final recommendations as necessary. Conducts a quality review of political party in-kind contributions, creating Party listing, notices and final orders, when appropriate. Independently monitors the Division’s candidate petition portal to ensure candidate’s that meet the petition requirements are updated in the petition database; prepares correspondence related to candidate petition qualifying status; assists Supervisor of Election offices throughout the state regarding petition portal. Where candidates or committees are found to be non-compliant, this position will issue final notices, which may result in the issuance of legal documents by this position such as referrals to the Florida Elections Commission or Final Orders of Cancellation of Registration. Researches multiple databases, imaging system and documentation to gather decision-making information for purposes of resolving campaign account and/or legislative office account issues. Participates in the development and implementation of training through personal, workshop and video trainings regarding the elections processes. Provides policy and procedure recommendations related to handbooks and databases. Develops improvement plans and provides management with recommendations for procedural improvements. Reviews documentation and inputs valid contributions for the Public Campaign Finance (Matching Funds) for candidates for offices of Governor and cabinet. Performs other duties as assigned.

Requirements

  • A High school diploma or equivalent
  • Three (3) years clerical, administrative, or job-related experience in a conventional office setting following established work processes and guidelines.
  • Examples of office duties considered job-related experience include producing financial and other reports, data entry, generating correspondence memos and letters, developing and maintaining a filing system, working on a helpline, and bookkeeping and accounting duties.
  • Knowledge of administrative practices & office procedures
  • Ability to use Microsoft Word.
  • Ability to prepare correspondence.
  • Ability to communicate effectively.
  • Ability to investigate subject matter and prepare reports.
  • Ability to review information for statutory compliance.

Nice To Haves

  • Knowledge and experience in campaign finance or Chapter 106, F.S.
  • Experience reviewing documents and filings for statutory compliance
  • Call center experience
  • Experience preparing final orders and other legal documents
  • Experience preparing referrals to the Florida Elections Commission
  • Financial investigative or audit experience (e.g., banking, campaign finance, tax, or election law)
  • Fluency in Spanish
  • Knowledge of auditing principles preferred.
