About The Position

Vocational Rehabilitation (VR) is a federal-state vocational program dedicated to helping people with physical or mental disabilities be successful in employment. The role is responsible for leading, coaching, and developing staff; planning, assigning, and directing work; and evaluating performance to ensure effective service delivery and positive workforce outcomes. The incumbent exercises supervisory authority, including hiring, assigning, promoting, disciplining, and recommending personnel actions in alignment with agency policies, and operational goals. This position may require occasional travel within the assigned service area.

Requirements

Demonstrated experience applying knowledge of the evolving workforce and the needs of individuals with disabilities within advocacy and/or employment-related roles.
Bachelor's degree in the following fields: Counseling, Business, Psychology, Education, Public Safety, or Criminology and 3 years of professional experience.
Master’s or Doctoral degree in relevant fields and 2 years of professional experience.

Strong supervisory experience managing personnel, including performance management and staff development
Demonstrated ability to interpret and apply data (e.g., caseloads, performance metrics) to support decision-making and improve outcomes
Supervisory experience leading, coaching, and evaluating staff, including performance management and workforce development
Experience interpreting and applying data (e.g., caseloads, performance metrics, workforce outcomes) to inform decision-making and improve service delivery

Experience supporting advocacy efforts that build skills and promote independence for individuals with disabilities

Experience as an employer, small business owner/operator, or in self-employment, demonstrating knowledge of workforce expectations and business operations
Experience supporting or engaging in competitive integrated employment environments
Knowledge of the theories and practices of vocational rehabilitation counseling; professional ethics; principles and techniques of effective communication and interviewing; methods of compiling, organizing, and analyzing data; fiscal management and tracking practices; and applicable state and federal requirements, policies, and procedures.
Ability to supervise, train, and evaluate staff; determine work priorities, assign and monitor work, and ensure timely completion of assignments; analyze performance, caseload, and operational data to inform decision-making; develop and evaluate programs and recommend policy or procedural improvements; utilize problem-solving techniques; communicate effectively; and establish and maintain effective working relationships.
Skill in workforce planning, staff development, and the effective use of resources to support service delivery and achieve program outcomes.
