About The Position

The Virginia Department of Motor Vehicles (DMV) is seeking a Special Agent in Charge (SAC), equivalent to the rank of Lieutenant, for Enforcement in the Western region of the Commonwealth. This region encompasses numerous cities and counties. The BasePoint for this position will be either the Lynchburg or Wytheville Customer Service Center (CSC), assigned based on the candidate's geographical location upon selection. The SAC supports DMV administrations by providing daily guidance and direction to special agents involved in investigative operations at the regional level. This role reports directly to the Captain and serves as a crucial communication link between field personnel (Sergeant/Assistant Special Agents in Charge, Senior Special Agents, Special Agents) and the Captain. The position involves conducting, directing, and monitoring regional special assignments, as instructed by the regional commander, focusing on enforcement operations with investigative elements to support the agency's mission. The SAC collaborates with the Captain to establish performance expectations for agents, addresses employee relations issues, monitors first-line supervisors, coaches Sgt/ASACs and SSAs for optimal performance, evaluates agents' performance, and fosters career development to identify future leaders. Additionally, the incumbent is required to handle special cases assigned by the Captain due to their sensitive or complex nature. The DMV Law Enforcement Division is responsible for protecting the integrity of credentials issued by DMV through the enforcement of motor vehicle titling and driver licensing laws and regulations. The Division leads investigations into driver license and title fraud, odometer fraud, misuse of dealer plates and temporary tags, curb stoning, sales and use tax evasion, and motor vehicle theft. It also ensures the safeguarding of Virginia’s transportation infrastructure by enforcing laws related to commercial transportation, motor fuels tax, and the automobile salvage industry.

Requirements

  • Knowledge of motor vehicle laws, tax laws, search and seizure laws, criminal procedure, laws of arrest, and applicable court precedents.
  • Comprehensive knowledge of best practices for law enforcement operations and managing law enforcement personnel.
  • Knowledge of state and federal motor vehicle laws and regulations concerning motor carriers operating in interstate and intrastate commerce and state traffic and criminal law.
  • Knowledge of size/weight laws, regulations, and processes.
  • Knowledge of rules of evidence and laws pertaining to search and seizure.
  • Knowledge of criminal procedure and laws of arrest.
  • Knowledge of investigative principles and techniques.
  • Knowledge of procedures for issuing summonses and serving warrants.
  • Knowledge of procedures and best practices used in the performance of duties relative to law enforcement.
  • Knowledge of business practices commonly used by commercial carriers.
  • High level of skill in utilizing exceptional officer safety techniques and procedures.
  • High level of skill in the proper use and application of equipment commonly used in law enforcement to include firearms, less lethal force devices (i.e. pepper spray and baton).
  • High level of skill in safe operation of a motor vehicle under a variety of conditions including emergencies.
  • High level of skill in use of communications equipment (portable and mobile radios, mobile data computers, etc.).
  • High level of skill in the use of personal computers, peripheral devices (printers/scanners) wireless telecommunication devices, Microsoft Office software and IT systems essential in performing assigned duties (Caliber RMS, CSS, On Base etc.).
  • High level of skill in effectively communicating orally and in writing.
  • High level of skill in writing all types of reports common to law enforcement operations.
  • High level of skill in the collection and preservation of all types of evidence, particularly documentary and electronic.
  • High level of skill in examining business records common to commercial carriers.
  • Demonstrates an expertise in training, coaching/mentoring and providing proper daily guidance and direction to sworn personnel; properly evaluating performance of subordinates; correcting performance issues; and correctly applying laws and procedures to everyday situations.
  • Demonstrates an expertise in thoroughly investigating complex crimes and civil offenses; exercise sound judgment and make decisions that are consistent with agency policies and procedures.
  • Demonstrates an expertise in communicates accurately, effectively, and professionally, both orally and in writing.
  • Demonstrates an expertise in reading, interpreting, and explaining laws, procedures, and other complex matters.
  • Demonstrates an expertise in rendering a credible testimony in a court of law as well as any other forum required by job responsibilities.
  • MUST possess Virginia DCJS certification as a law enforcement officer.
  • MUST comply with statutorily specified minimum qualifications for law enforcement officers (§15.2-1705, Code of Virginia), including a satisfactory criminal history records check, background investigation, and physical examination.
  • MUST possess a valid driver’s license and a driving record that reflects a sense of safety and responsibility.
  • Must reside in the Commonwealth of Virginia, and within a 50 mile or 75-minute drive time of assigned BasePoint, per agency policy.
  • Must be willing to establish residency within 90-days to satisfy policy requirement.
  • Must complete a medical and psychological evaluation upon selection.
  • Consent to a driver's history and criminal background check.
  • A fingerprint-based criminal history check will be required.

Responsibilities

  • Provide daily guidance and direction to special agents assigned to investigative operations at the regional level.
  • Conduct, direct, and monitor regional special assignments involving enforcement operations with investigative elements.
  • Work cooperatively with the Captain to establish performance expectations for agents at the beginning of each performance cycle.
  • Monitor first-line supervisors.
  • Coach Sergeant/Assistant Special Agents in Charge (Sgt/ASACs) and Senior Special Agents (SSAs) to achieve optimum performance.
  • Evaluate agents’ performance.
  • Encourage career development to help identify future leaders.
  • Work on special cases assigned by the Captain due to their sensitive or complex nature.
