About The Position

Performs advanced fiscal and accounting work related to the oversight and coordination of all financial operations within the Human Resources Division. Responsible for budget management, compliance auditing, and the accurate tracking and reporting of special revenue funds in accordance with county, state, and federal requirements.

Requirements

  • Associate degree from an accredited two-year college is required; a bachelor’s degree from an accredited four-year institution is preferred.
  • Coursework must include accounting, business administration, or a closely related field.
  • Minimum of four (4) years of progressively responsible experience in accounting, governmental administration, or fiscal operations, including budget preparation, analysis, and forecasting.
  • A valid driver’s license required; a Florida driver’s license must be obtained upon employment. The employee must maintain a clean driving record to operate an assigned county vehicle.
  • Equivalent combinations of education and experience may be considered.
  • Must demonstrate proficiency in Microsoft Office and standard office technologies.
  • Strong understanding of accounting principles, governmental fiscal procedures, and budget development.
  • Proficiency in recordkeeping, auditing practices, and the preparation of financial statements and reports.
  • Skilled in conducting financial analyses and forecasting expenditures.
  • Proficient in Microsoft Office Suite, including Word, Excel, Access, and PowerPoint.
  • Ability to accurately perform complex mathematical calculations and maintain detailed financial records.
  • Competent in drafting routine correspondence and fiscal documents.
  • Strong verbal and written communication skills, including proper grammar, punctuation, and spelling.
  • Ability to work independently, follow established procedures, and develop new methods as needed.
  • Proven ability to maintain effective working relationships with internal teams and external partners.
  • Capable of managing multiple tasks and prioritizing effectively.

Responsibilities

  • Prepare, monitor, and reconcile the Division’s annual operating budgets.
  • Generate and review monthly financial reports comparing actual expenditures to budgeted allocations.
  • Prepare journal entries, budget amendments, and other fiscal adjustments as necessary.
  • Draft and submit miscellaneous invoices and payment documentation.
  • Review and process fiscal documents including invoices, statements, purchase orders, prepayment vouchers, and supporting correspondence.
  • Audit and monitor financial transactions to ensure appropriate expenditure and compliance with established county, state, and federal policies and regulations.
  • Verify account balances prior to authorizing expenditures to ensure funding availability.
  • Interpret and apply complex contracts and funding agreements.
  • Exercise independent judgment in managing financial activities and resolving discrepancies.
  • Design and develop accounting forms and documentation to support financial reporting and data tracking.
  • Assist with procurement and purchasing procedures as needed.
  • May provide oversight or guidance to other staff as assigned.
  • Perform related duties as required.
