About The Position

Position Title: District Grant Manager (2 Positions) Classification: Program Analyst 2 Salary: $5,325 - $8,148 ($5,695 - $8,713 PERS) We are seeking two District Grant Managers to join our Office of Education Innovation and Improvement at the Oregon Department of Education. The appointments available are One Permanent and One Job Rotation/Work Out of Class and both are represented by the Service Employees International Union (SEIU). Names of qualified applicants will remain on the list for further consideration. These positions follow a hybrid work model. Onsite presence will be required when business or operational needs are best supported in person, such as collaboration, training, or work that requires access to onsite resources. Employees approved to work remotely must have a reliable and secure internet connection and maintain a professional work environment that supports productivity. While working remotely, employees are expected to maintain the same level of performance, responsiveness, communication, and availability as they would in the office. For Job Rotation/Work Out of Class position only: You must be currently employed by the state of Oregon in a permanent, or limited duration position (not temporary) to be considered for this position. You do not need to meet the minimum qualifications of the Program Analyst 2 classification to be considered for this rotation, you can gain experience as a developmental opportunity. In order to be considered, you must attach approval from your supervisor to your application materials. These roles are a hybrid of remote work and will need to report to the office when business or operational needs are dependent on onsite activities. Remote work is embraced to the fullest extent possible without interfering with business. About Us: The Oregon Department of Education’s (ODE’s) mission is to foster equity and excellence for every learner through collaboration with educators, partners, and communities. In fulfilling its mission, ODE has the vision to ensure all students have access to and benefit from a world-class, well–rounded, and equitable education system. This position will be in the Office of Education Innovation and Improvement (EII) and will report directly to the Director of Grants Management and Monitoring. The Office has a primary charge of implementing the Student Investment Account of the Student Success Act, High School Success, Federal School Improvement through ESSA, Early Literacy Success, and various other programs through the Integrated Guidance issued in April 2024. Equity is the driving vision behind the Student Success Act (HB3427). The Act makes significant investments in programs to support historically underserved students. Local and state level transparency and accountability are also embedded in the Act. The Office will be assigned additional duties and will integrate efforts across other ODE Offices and Divisions as they relate to aspects of the Student Success Act and other efforts to innovate and improve education in Oregon. The work of this office will impact local school districts, education service districts, professional associations, and other agencies involved in education programs in kindergarten through post-secondary education. Staff members will work with a variety of state agencies and individuals on educational program planning, curriculum development, professional development for teachers and administrators and compliance with federal and state laws/regulations. What You Will Do! The primary aim of this role is to support grant making, reporting and monitoring processes for the Office of Education Innovation and Improvement, including, but not limited to, the continued implementation of the Student Investment Account (HB 3427), High School Success, Federal School Improvement (ESEA/ESSA), and Early Literacy Success (HB 3198).

Requirements

  • A Bachelor's Degree in Business or Public Administration, Behavioural or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years experience coordinating or administering a program OR Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.
  • Minimum qualifications must be met to qualify for this position.

Responsibilities

  • Monitor grantee reporting, budget expenditures, and program data to assess progress towards outcomes and adherence to requirements.
  • Provide technical assistance to grantees and district personnel on reporting systems (e.g. grant management system, Smartsheet, dashboards) and grant requirements.
  • Develop and refine operational guidelines, procedures, and internal monitoring systems to ensure consistency across programs.
  • Review and approve grantee plans, budgets, plan changes to ensure allowable use of funds and alignment with program requirements.
