The role involves instructing and providing technical guidance to District Court Clerks on work details, court procedures, Michigan Court Rules, and Michigan Law as it pertains to various units of the District Court. It also includes assigning and reviewing the work of lower-level clerical employees, performing clerical duties, and handling inquiries from the public, attorneys, and law enforcement personnel regarding court cases, policies, and legal procedures. The position oversees the collection of monies, issues checks from the court’s trust account, and is responsible for preparing reports and special projects. It may also involve secretarial duties for the Court Administrator or Office Supervisor and overseeing the operation of cash registers, court recording software, CLEMIS, LEIN functions, and various computer equipment.

Nice To Haves

  • High school graduate or have a certificate of successful completion of the General Education Development Test.
  • At least five (5) years full-time experience in a court system or comparable qualifications that meet the Court Administrator's approval.
  • Essential knowledge and proficiency to provide coverage in at least three of the following areas in addition to their current work assignment: Probation, Civil, Traffic, Criminal, Jury, Cash and/or Court Recording.
  • Considerable knowledge of and experience in the operations, policies, and procedures of a district court.
  • Reasonable ability in recommending and implementing procedural changes.
  • Reasonable ability to develop and maintain effective working relationships with administrators, employees, and the general public.
  • Reasonable knowledge and ability to perform the functions of the unit.
  • Reasonable ability to utilize current word processing, spreadsheet, database, e-mail, and Internet software.

Responsibilities

  • Instruct and give technical guidance to District Court Clerks on work details and court procedures, Michigan Court Rules, and Michigan Law as it pertains to the civil, criminal, traffic, probation, or the administration unit of the District Court.
  • Assign and review the work of lower-level clerical employees and perform clerical duties within a particular unit.
  • Attend to general and specific inquiries, as well as difficult situations with the general public, attorneys and law enforcement personnel regarding court cases, court policies and procedures and legal procedures following established court rules and statutes.
  • Oversee the collection of fines, costs, fees, bonds, and civil escrow monies.
  • Issue checks from the court’s trust account.
  • Prepare reports and special projects.
  • Perform various secretarial duties for the Court Administrator and/or Office Supervisor (may be assigned).
  • Oversee the operation of a cash register, court recording software, CLEMIS and LEIN functions and various computer equipment (may be assigned).
  • Utilize current Countywide and/or department specific software to complete assignments.
  • Train lower clerical employees, as well as provide guidance regarding court policies, procedures and legal matters that pertain to the workload of the civil, criminal, traffic, or probation units.
  • Oversee the compilation of and provide statistical data for the individual unit.
  • Oversee record destruction as it pertains to the particular unit.
  • Maintain the issuance of bench warrant, court ordered restricted driver's license, license suspension and warrant recall controls and closely monitor the production of these documents.
  • Confer with the Court Administrator or Office Supervisor on personnel related matters pertaining to the appropriate unit.
  • Recommend to the Court Administrator unit technology and procedural needs and changes.
  • Prepare requests for office supplies and printing and verify products against orders when they arrive.
  • Notify administrative staff of building maintenance needs.
  • Obtain court recorder certification and/or operate court recording equipment on a limited and/or emergency basis (may be required).
  • Act as a liaison with local governmental agencies regarding projects that affect the individual unit.
  • Authorize the payment of operational expenses as it relates to the court's annual budget (may be assigned).
