Requirements

Responsibilities

  • Manage the administration of work performed on highway and bridge construction projects in accordance with the construction contract, policies, procedures and rules of the Florida Department of Transportation (FDOT) under the general direction of the District Director of Operations. This function is accomplished through leading, directing, supervising and managing the overall activities of the District Construction Office and the District's Resident Construction and/or Operations Centers. Incumbent of this position has the authority to make a single purchase exceeding the category 2 threshold amount of $35,000 in accordance with 287.017, Florida Statutes. Incumbent has financial disclosure responsibility in accordance with 112.3145, Florida Statutes. Signs and seals engineering documents.
  • Manage, administer, supervise the District's construction resources that is budget, manpower, equipment, etcetera to accomplish the Department goals and objectives. Manage employees in accordance with Department procedures. Supervises employees by communicating regularly, motivating, training, evaluating, planning and directing employees' work.
  • Ensure detailed review, analysis, and resolution of contractors issues, claims, and time extensions. This involves coordination with all levels of the Department to retain uniformity in the decision process with Construction on a Statewide basis. This task requires direct coordination with the Office of Construction and Department's legal staff in the District and Tallahassee. Represent the Department in Court or Arbitration if a settlement cannot be reached.
  • Manage the procurement of Consultant Construction Engineering and Inspection (CCEI) and Design Build Construction contracts in conjunction with the District's Procurement and Contract Administration Offices. Make recommendations concerning the selections of CCEI consultants to the district selection committee.
  • Serve as primary liaison with Central Office, Federal Highway Administration (FHWA), and State Materials and Research Office on technical matters relating to Construction and continual monitoring of effectiveness and efficiency of work effort. Coordinate the exchange of information between District 3, the Office of Maintenance, the Central Office and other Districts. Serve on statewide committees as a representative of District 3 and/or peer groups.
  • Monitor the progress of construction projects and periodic checking of status of projects behind schedule, makes decisions relevant to contractor's delinquency status which can result in suspension of bidding qualifications.
  • Review all design plans and specifications for constructability and establishment of construction contract time. Review of District Construction Work Program to identify projects as candidates for alternative/innovative biding methods.
  • Updating and implementing District Construction business plan and monitoring the field offices business plans.
