About The Position

The National Foreign Trade Council’s (NFTC) Director/Senior Director of International Tax Policy works to support strategy, expertise, and advocacy on international tax issues. This position is based in Washington, DC, and reports to the Vice President for International Tax Policy. It may be structured as a full-time Senior Director or Director role, depending on the candidate’s experience and availability. For highly-experienced candidates, we will consider offering this role on a part-time contract basis. About the National Foreign Trade Council The NFTC is a recognized leader in advancing the interests of U.S. companies in international commerce. For over 100 years, we have provided our members with strategic advice and advocacy to navigate the challenges and opportunities of the global economy. Today, NFTC is a thought leader and principal interlocutor between businesses and policymakers and export controls. We serve as a resource and advocate for our members’ interests with the U.S. Executive Branch and Congress and globally through organizations including the OECD, WTO, and United Nations. We engage the media, think tanks and national security policies in contributing to U.S. economic growth and job creation. We conduct regular meetings and briefings, provide in-depth analysis, and serve as a nimble and effective forum for companies to tackle critical and complex issues together. The NFTC maintains an affiliated, independent 501(c)(3) educational organization, the NFTC Foundation, which conducts educational efforts in support of an open, rules-based global economy. The NFTC Foundation houses the Global Innovation Forum, an educational effort to engage a network of small businesses, nonprofit leaders, and government officials to explore the role of trade policies and programs in fostering resilience and access to the global economy.

Requirements

Applicants for full-time employment should have 5+ years (Director) or 7+ years (Senior Director) of experience working in or with Congress, the Executive Branch, regulatory agencies, the business community, and/or international organizations on international tax policy. Applicants seeking a part-time contract should have 15+ years of experience.
Experience developing, coordinating, and running educational or advocacy programs and initiatives; building strong, trusted relationships; collaborating with diverse business, government, and nonprofit stakeholders; and effectively managing multiple projects and campaigns.
A deep professional network and a proven ability to collaborate effectively with diverse business and government stakeholders and international organizations on regulatory and legislative issues and international agreements.
Familiarity with a wide range of international tax issues and the technical ability to evaluate and communicate the impact of complex policy, legislative, and regulatory changes on a variety of industries and inbound and outbound companies.
Demonstrated organizational skills, including attention to detail, ability to juggle multiple tasks, agility in managing changing priorities, and creating and implementing standard processes and procedures that create efficiencies.
Experience working in an entrepreneurial environment, including the ability to work collaboratively as a team but also independently, meeting and exceeding expectations, and clearly communicating results.
Excellent verbal and written communication skills, including experience writing public comments, testimony, policy briefs, and thought pieces for publication and serving as a source for media.
The ability to travel for business purposes up to 20% of the time.

Nice To Haves

A law degree or post-graduate degree in international affairs, tax, or a related field is preferred.
Experience with the OECD/G20 Inclusive Framework and ongoing OECD efforts on the tax challenges arising from the digitization of the economy is preferred.

Responsibilities

Help to advance an advocacy agenda for NFTC’s international tax strategy and policies under the direction of NFTC’s Vice President for International Tax:
Monitor, analyze, and influence cross-border tax legislation, regulations, and initiatives from multilateral organizations and key jurisdictions.
Provide updates on global tax trends—including digital taxation, BEPS, transfer pricing, and global minimum tax frameworks—and work collaboratively with internal stakeholders, policymakers, and external partners to advance the organization’s tax policy objectives.
Support key priorities and identify opportunities for advocacy and education through private meetings, public events, letters, public comment notices, media engagement, op-eds, and position papers.
Support NFTC’s response to fast-moving developments on durable and administrable tax policy.
Assist with the implementation of advocacy strategies to engage Congress and the Executive Branch to maximize the success of legislative and regulatory goals, including drafting comments for submission to the government.
Draft NFTC policy goals, position papers, and comment letters, and support NFTC’s tax policy work.
Assist with the identification and prioritization of opportunities for NFTC to intervene on tax issues outside the United States, including in the EU, Australia, and other non-U.S. jurisdictions.
Work collaboratively with NFTC’s team to execute regular meetings and events, including NFTC’s monthly Tax Committee meetings. Assist in the organization of NFTC’s annual international tax conference.
Collaborate with the NFTC’s other policy teams to coordinate engagement on shared priorities such as digital services taxes.
Help to maintain key relationships with officials from the White House, Treasury, IRS, congressional committees, foreign governments, multilateral organizations, and other businesses and associations.
Support interactions with Treasury, the Senate Foreign Relations Committee, and members of the Senate to pursue the adoption and updating of tax treaties.
Cultivate and maintain relationships with other key business community stakeholders in coordination with the NFTC team.
Engage with members at NFTC’s meetings, conferences, and other events.
Act as a trusted advisor on tax policy issues for NFTC members.
Represent the NFTC at private roundtables, public events, multilateral organizations, industry meetings, hearings, and in the press.
Coordinate internally to plan and execute private meetings and public-facing events with business and government stakeholders;
Develop written products to advance understanding of the key issues in your portfolio.
Work collaboratively with the team to recruit new member companies.
Execute other duties as assigned.
