Responsible for the organization, direction, and control of all Planning, Design & Construction Services activities at Parkland Health & Hospital System in order to provide efficient and effective programming, design and construction operations while ensuring service line meets Parkland's mission, vision, goals and objectives, the needs of users, and that operations comply with all pertinent regulatory and accreditation requirements. Requirements

  • Must have a Bachelor's degree in Architecture, Mechanical/Electrical Engineering, Construction Management, Planning Facilities Management, or a related field.
  • Must have ten years of progressive Planning, Design and Construction experience, to include three years at a management level position.
  • Must hold at least one current professional licensure or certification from a related association.
  • Qualifying professional engineers and architects must be licensed professionals with an active professional registration, and eligible for licensure within the State of Texas.
  • Must have Federal Emergency Management Administration (FEMA) course certification for IS-700.A: National Incident Management System (NIMS) An Introduction by November 1, 2014 or obtain within 30 days of placement in role whichever date is greater.
  • Must have Federal Emergency Management Administration (FEMA) course certification for IS-100.HCB: Introduction to the Incident Command System (ICS 100) for Healthcare/Hospitals by November 1, 2014 or obtain within 30 days of placement in role whichever date is greater.
  • Must have Federal Emergency Management Administration (FEMA) course certification for IS-200.HCA: Applying ICS to Healthcare Organizations (ICS 200) by November 1, 2014 or obtain within 30 days of placement in role whichever date is greater.
  • Must exhibit strong servant leadership skills.
  • Must be able to demonstrate knowledge of managing hospital construction and planning activities for large complex healthcare organization, to include space planning and allocation, programming and costing, design and construction, and other facilities related activities.
  • Must have skills with developing, managing and directing construction management activities to include financial control systems, analyzing complex critical path schedules, cost estimating and contract negotiations.
  • Must be able to demonstrate the ability, knowledge and skill to be a proactive member of a complex project management team for the new replacement hospital building.
  • Must possess good organizational skills.
  • Must possess strong staff development skills, and be able to motivate people towards performance improvement.
  • Must be able to think creatively and strategically, in order to develop and implement management procedures.
  • Must have proven written and verbal communication skills.
  • Must be familiar with software for word processing, presentation, and data base management.
  • Must have demonstrated expertise in Joint Commission and CMS regulatory compliance.
  • Must have the ability to manage buying, contracting and monitoring of major contract negotiations and obligations for the hospital campus and outlying buildings.
  • Must develop a working knowledge of hospital organization and operations, administrative standards, and practices within three months of job assignment.

Nice To Haves

  • Prefer a Master's degree.
  • Director and/or service line manager experience preferred.
  • Work experience in a large complex healthcare organization preferred.
  • Certified Healthcare Constructor (CHC) or Certified Healthcare Facility Manager (CHFM) credentials from the American Hospital Association (AHA) or equivalent professional certification or licensure preferred.
  • LEED AP BD+C certification from the U.S. Green Building Council (USGBC) is preferred.
