About The Position

Requirements

  • CRIHB recognizes equivalent combinations of education and progressively responsible experience; however, a high school diploma or equivalent remains the minimum educational requirement for employment.
  • Bachelor's degree in Human Resources, Business Administration, Organizational Development, Education, or a related field is required, and a minimum of ten (10) years of progressively responsible leadership experience, including multi-department oversight and fiscal accountability, with at least three (3) years of supervisory experience at a mid-level or executive capacity.
  • In lieu of a bachelor's degree, applicants must have sixteen (16) years of progressively responsible leadership experience, including at least four (4) years of multi-departmental or cross-agency oversight.
  • Master's degree in Human Resources, Organizational Leadership, Education, or a related field is preferred.
  • In lieu of a master's degree, applicants must have twelve (12) years of executive or high-level leadership experience, including at least two (2) years of executive or senior-level oversight.
  • Exceptional customer service skills.
  • Ability to write and communicate effectively, including public speaking, and a strong commitment to customer service.
  • Skilled in the use of Learning Management Systems, Canva, and training presentation software.
  • Proficiency in various computer programs, including MS Office Suite, Office 365, etc.
  • Work with minimal supervision.
  • Ability to multitask.
  • Experience in time management and meeting deadlines.
  • Commitment to confidentiality, equity, and American Indian self-determination.

Nice To Haves

  • A professional SPHR, SHRM, or other certification in Human Resources is preferred.

Responsibilities

  • Internal Workforce Development -Lead onboarding program, annual/compliance training, succession planning, and employee wellness programs.
  • -Conduct workforce planning and analysis, including recruitment/retention studies, workforce forecasting, and Key Performance Indicators (KPI) development.
  • -Modernize Human Resources (HR) systems, including implementation and management of a Learning Management System, centralized training repository, and certification/license tracking.
  • -Partner with HR leadership to design and deliver morale-boosting strategies and career development initiatives.
  • External Member Training and TA -Oversee intake, triage, and tracking of member training/TA requests across departments.
  • -Maintain a centralized repository of training/TA materials and outcomes for members and Board reporting.
  • -Collaborate with CRIHB departments to conduct proactive outreach and advertising of CRIHB's member services to increase awareness, engagement, and utilization.
  • -Coordinate with CRIHB departments for delivery of programmatic/grant-related training/TA (leadership, compliance, operations) and ensure quality control.
  • -Partner with CRIHB departments to document and evaluate programmatic/grant-related training/TA provided to member clinics.
  • -Develop revenue-generating training products, including, but not limited to, fee-for-service workshops, toolkits, and online content.
  • Cross-Agency Leadership -Provide guidance to departments on organizing, documenting, and reporting training/TA activities.
  • -Ensure all trainings utilize formalized instructional design and training models (e.g., ADDIE, Kirkpatrick, or similar) to ensure trainings are structured, effective, and measurable.
  • -Collaborate with the Compliance department to ensure all training/TA activities are audit-ready and measurable.
  • -Produce regular dashboards and reports for the Compliance Officer, Chief Human Resources Officer, Chief Operations Officer, and Chief Executive Officer on training/TA volume, reach, outcomes, trends, etc.
  • -Support agency-wide modernization and continuous improvement initiatives.
  • -Regular and predictable attendance.
  • -Performs other related duties as required and assigned.
  • Maintain a valid, unrestricted driver's license and ability to be insurable under CRIHB's automobile insurance.
  • Position requires occasional overnight travel within CRIHB's service area.
  • Requires the ability to drive up to 7 hours a day.
