About The Position

The Director of Tobacco Prevention and Control Services is responsible for the development, administration, coordination, management, evaluation, integration, and expansion of Health Promotion Council of Southeastern Pennsylvania’s (HPC) services related to tobacco prevention and control and substance use prevention. This position is responsible for developing new methods and approaches to improving community health outcomes through tobacco prevention and control, while sustaining and growing the business geographically and programmatically. The Director is responsible for developing and retaining a talented workforce, cultivating and stewarding partnerships, and providing fiscal oversight of grants and contracts within the department, including working with the Public Health Management Corporation’s (PHMC) fiscal team. This position is required to support HPC’s strategic plan goals, particularly those that foster program and service integration, growth, and fee-for-service in the health care industry. In addition, the Director will support joint initiatives between and among HPC, PHMC, and the PHMC family of affiliates and pursue external partners. The Director requires assertive leadership and management skills, strong critical, analytical, and strategic thinking, problem-solving skills, strong fiscal management, program development, and administrative oversight skills. This position requires extensive and direct supervision and management of a team of about a dozen part-time and full-time employees; engagement and maintenance of over 25 subcontractual relationships, as well as interpersonal contact with funders, health insurance companies, academia, professionals, officials, and advocates within multiple sectors. Primary responsibilities include: 1) growth and profitability of services, 2) providing fiscal oversight of grants and contracts within the department, 3) partnership/integration, 4) quality service delivery and improvements, and 5) talent development and workforce retention.

Requirements

  • Skillful in exercising leadership in a manner that will build teams and/or partnerships among staff, foster collaboration across departments, build partnerships, and advance HPC organizational objectives in health equity.
  • Knowledge of functions, operations, policies, regulations, and experience working with community health programs at the federal, state, and local levels.
  • Clear communicator with ability to translate complex ideas into actionable work plans, and with demonstrated experience drafting reports, presentations, abstracts, and proposals for a variety of audiences.
  • Strong ability to establish priorities, work independently, and meet competing deadlines with minimal supervision.
  • Knowledge of community health and health disparities, public health theories, principles, and practices—and demonstrated ability to apply knowledge in practical settings.
  • Knowledge of qualitative and quantitative evaluation methodologies.
  • Ability to maintain positive working relationships with diverse people and various disciplines.
  • Five years of experience in supervising staff in public health/education, and/or community-based programs/initiatives.
  • Strong demonstrated experience in planning, implementing, and evaluating public health programs, including data collection, analysis, and reporting endeavors.
  • Experience with grant writing, securing funding, and managing contracts with governmental and private entities required.
  • Master’s degree in public health, science, and/or community health, education, health education, or equivalent required.

Responsibilities

  • Develop a vision and execution for new innovative methods and approaches to chronic disease prevention and risk reduction for the served community.
  • Maintain and expand HPC’s Tobacco Prevention and Control Services role as a leader in the Commonwealth by providing education and training services statewide.
  • Create new business development strategies in the health care industry to expand HPC’s portfolio with managed care organizations, health insurance companies, and health care systems.
  • Participate or lead stakeholder/advisory groups, conference presentations, and journal submissions, and participation in selected advisory and strategic planning groups as approved by the Executive Director.
  • Direct operations of HPC Tobacco Prevention and Control Services programs, including the Southeastern Pennsylvania Tobacco Control Project, the Statewide Merchant Education Initiative, the Philadelphia Merchant Education Program, the Philadelphia Enforcement Program, and other assigned projects.
  • Cultivate relationships with key regulators and legislators to support the advocacy endeavors of the SEPA Tobacco Control Project.
  • Provide programmatic and fiscal oversight for a portfolio of programs, including developing and monitoring program goals and objectives, as well as program budgets, and assisting the HPC Controller with fiscal reporting and annual program audits.
  • Ensure compliance with all relevant grant and contract requirements, including use of funds and performance.
  • Responsible for project start-up for all new programs within the department. Manages all aspects of project start-up until appropriate staff is put into place to support start-up work.
  • Expand evidence-based and promising tobacco prevention and control strategies, particularly efforts to reach disparately impacted populations, and with linkages to the research community.
  • Develop and steward relationships with funders and partners to support the sustainability and growth of the department, develop new opportunities, and inform research and public health trends.
  • Monitor program outcomes and activities through data collection and write and submit program reports according to contract guidelines.
  • Represent the organization and speak at conferences and with professional groups about tobacco prevention and control, substance use prevention, health equity, and HPC program outcomes.
  • Keep abreast of public health trends, research, and promising practices related to health disparities, tobacco prevention and control, substance use prevention, and translate complex concepts into actionable information for staff at all levels.
  • Integrate funding agency priorities and national trends into community-based initiatives to ensure sustainable relationships and programs.
  • Participate in selected external advisory and strategic planning groups.
  • Hold regularly scheduled team meetings with the SEPA tobacco team for program quality assurance purposes and the sharing of information.
  • Develop and regularly monitor all departmental budgets, expenditure reports, and financial position, communicate anticipated underspending to funders, and develop plans for spenddown and/or no cost extensions.
  • Oversee development and implementation of program marketing collateral materials, including advertisements, flyers, and other media, as well as media campaigns, in collaboration with PHMC Communications and external media vendors.
  • Develop scopes of work, budgets, contract request forms, and contracts for all revenue and expense contracts; track and ensure that all contracts move through the process and are conformed.
  • Oversee the tracking of all incoming invoices related to subcontracts and vendor deliverables.
  • Oversee the monitoring of all subcontractor/vendor/partner deliverables to ensure completion and budget spenddown quarterly.
  • Plan and prepare for funder site visits, including logistics and materials/information gathering.
  • Write and submit program reports according to specific contract guidelines.
  • Participate in HPS Leadership meetings.
  • Support the organizational strategic planning process through all phases, including development and tracking of progress for services delivered by the department.
  • Develop and monitor the annual Tobacco Prevention and Control Services’ measurable goals and objectives to ensure alignment with organizational goals.
  • Conduct research, analyze, and synthesize reports and studies relevant to best practices for health care integration models to prevent and manage chronic diseases.
  • Remain vigilant of trends in the health care industry, value-based care, social determinants of health, and public health approaches to identify new ways of implementing programs.
  • Support and contribute to the integration and development of research studies that yield submission of abstracts and manuscripts to conferences and peer-reviewed journals.
  • Monitor program outcomes, activities, and quality through data collection, dashboard, analysis, and quality improvement best practices.
  • Closely collaborate with PHMC Research & Evaluation Group to ensure high-quality program evaluation and integration of data management.
  • Meet regularly with direct reports to provide appropriate supervision and guidance.
  • Define and manage team performance goals, program priorities, and deadlines for the Tobacco Prevention and Control Services.
  • Conduct annual performance reviews with direct reports, assist direct reports with goal setting, and ensure that all departmental staff reviews and goal planning tasks are complete.
  • Conduct quarterly performance check-ins with all direct reports and ensure that check-ins are completed for the entire department quarterly.
  • Ensure that department staff are kept abreast of PHMC and HPC policies and procedural additions and changes, and apply said policies and procedures to work on an ongoing basis.
  • Provide clear guidance and leadership to staff to support high program quality, clarity of vision, and team cohesion, including staff training, staff improvement plans, and conflict within or between staff and teams.
  • Create an environment of collaboration and accountability, where roles and expectations are clearly established, and innovation and creativity are highly valued.
  • Work directly with personnel at all levels, as appropriate, to provide development and coaching opportunities for their future advancement.
  • Coordinate with HR for recruitment, hiring, orientation, and retention of staff.
  • Recruit, train, coach, and supervise staff using clear performance expectations and metrics.
  • Engage in and coordinate ongoing professional development to support continuous quality improvement and translation of research to practice.
  • Approve assigned staff vacation, personal, and sick time.
  • Other relevant duties as assigned.
  • Seek, research, and determine which opportunities to respond in concert with HPS’ Senior Leadership team. Convene a team to support planning, development, and writing of proposals to funders to grow organizational initiatives and retain project staff.
  • Explore new funding sources that would support the growth and sustainability of the department.
  • Garner buy-in from internal and external entities to support and/or partner with new initiatives and receive written confirmation of said support in the form of letters of commitment/support/agreement or memoranda of understanding.
  • Ensure that all components needed to submit the application are completed and develop a firm understanding of the proposal submission procedure (i.e., database, registration, number of copies, etc.) well before the deadline.
  • Support the work of other departments, when applicable, including funding applications, promotion of programs and initiatives, reviews of materials, partnership development, etc.
  • Develop concepts and write and submit proposals to funders to sustain existing funding and grow organizational initiatives.
  • Work across HPC, HPS, and PHMC programs and subsidiaries to integrate programming, build partnerships, and create opportunities to grow HPC’s fee-for-service and reimbursable business.
  • Lead the development and maintenance of community partnerships that will enable the successful implementation of the tobacco prevention and control programming.
  • Grow and maintain relationships with local, regional, and national partner(s) to expand new areas of business and sustain projects.
  • Develop and expand new community health programs locally and regionally.
  • Actively engage community organizations, leaders, and public health advocates to establish and maintain strong partnerships and/or collaborations around health equity issues.
  • Attend local and state-level meetings as a representative of HPC.
