About The Position

The Los Angeles County Affordable Housing Solutions Agency (LACAHSA) is a new agency, created to address the ongoing challenges of affordable housing in L.A. County. We help people stay in their homes and increase housing options in all communities of Los Angeles County. Our Agency, a special act agency operating pursuant to the Los Angeles County Regional Housing Finance Act (Senate Bill 679, as amended), was created by California state legislation sponsored by community organizations and housing experts, approved by the State Legislature, and signed by Governor Gavin Newsom. We are governed by a Board of 22 Los Angeles County leaders, including elected officials and housing experts. Now that you know who we are, here’s what we’re building and how you can help shape it. The Director, Technical Assistance plays a key role within LACAHSA’s Intergovernmental Relations Department, responsible for designing, implementing, and continuously refining the Agency’s technical assistance (TA) and capacity-building strategy for Eligible Jurisdictions and key government partners. In addition to working closely with cities, councils of governments (COGs), County departments, and other public partners to understand on-the-ground needs, translate those needs into scalable TA offerings, and strengthen LACAHSA’s role as a trusted, solutions-oriented regional partner. This position requires strong listening skills, adaptability, and curiosity, balanced with judgment and discretion, along with the ability to operate comfortably at the intersection of strategy, policy, and government relations. The Director will also regularly represent LACAHSA in external settings, including in-person meetings with councils of government, city staff, and elected officials, as well as occasional evening community or stakeholder events.

Requirements

  • Bachelor's degree in public policy, public administration, business administration, urban planning, or a related field.
  • 7 years of progressively responsible experience in public policy, philanthropy, government relations, management consulting, housing or homelessness policy, or capacity-building for public agencies.
  • Experience in strategy development for philanthropy and public sector agencies, with national experience and demonstrated exposure to public sector or social impact work.
  • Demonstrated ability to design and implement complex programs that respond to varied stakeholder needs across jurisdictions of different sizes and capacities.
  • Strong analytical and strategic thinking skills, paired with excellent judgment and the ability to listen deeply.
  • Comfort operating in a fast-moving, evolving public sector startup environment.
  • Willingness and ability to drive to in-person meetings throughout Los Angeles County and attend occasional evening or community events.
  • Adaptable, thoughtful, and grounded; able to navigate ambiguity with confidence.
  • Keen listener who values practitioner perspectives and lived experience.
  • Curious and open-minded, while maintaining focus on outcomes and implementation.
  • Relationship-oriented, with a genuine interest in government relations and public service.
  • Credible with senior local government staff and partners, yet approachable and collaborative.
  • Familiarity with Microsoft Office 365, with an emphasis on PowerPoint and Excel for creating impactful decks and executing data analysis, respectively.

Responsibilities

  • Lead the implementation and refinement of a comprehensive, multi-year technical assistance strategy aligned with LACAHSA’s mission, Measure A goals, and the diverse needs of Eligible Jurisdictions across Los Angeles County.
  • In close partnership with the CEIRO, design and refine TA models that may include direct advisory support, peer learning cohorts, consultant bench programs, planning and predevelopment assistance, and targeted capacity-building grants.
  • Work cross-functionally with Production, Preservation, Ownership (PPO), Renter Protection and Homelessness Prevention (RPHP), Housing Policy, and Executive leadership to ensure TA offerings are practical, well-integrated, and responsive to implementation realities faced by local governments.
  • Establish clear goals, success metrics, and feedback loops to evaluate TA effectiveness and adapt approaches over time.
  • Support the Regional Coordination Ad-hoc Committee
  • Serve as the day-to-day point of contact for Eligible Jurisdictions on technical assistance and capacity-building matters.
  • Proactively engage cities, COGs, and other partners to surface priorities, constraints, and opportunities related to affordable housing production, homelessness prevention, and policy implementation.
  • Translate qualitative and quantitative input from jurisdictions into actionable insights that inform Agency strategy, resource allocation, and program design.
  • Participate in and, when appropriate, present at meetings of councils of governments, regional convenings, and working groups.
  • Build and maintain trusted relationships with local government staff, elected officials, and regional stakeholders, positioning LACAHSA as a collaborative and credible partner.
  • Support broader intergovernmental relations and engagement strategies led by the Chief, including coordination with Board offices and regional leadership.
  • Represent LACAHSA externally with professionalism, diplomacy, and a solutions-oriented mindset, particularly in complex or politically sensitive environments.
  • Manage and mentor staff and/or consultants supporting technical assistance delivery, fostering a culture of responsiveness, learning, and continuous improvement.
  • Collaborate closely with colleagues across the Intergovernmental Relations Department to ensure alignment between engagement, communications, advocacy, and TA efforts.
  • Prepare clear briefings, memos, and recommendations for the Chief and executive leadership related to jurisdictional needs, emerging trends, and strategic adjustments.
