About The Position

Responsible for overseeing, directing and coordinating the Public Works Department which include: the Water and Sewer Utilities, Street Department and Engineering. Provide positive leadership and organizational directives that result in efficient services performed by colleagues, and superior services provided to internal and external customers. When required fulfills with integrity the statutory requirements of City Engineer. Collaborate with the Elkhart Board of Public Works, Elkhart Common Council, and on occasion other boards and commissions, to direct the functions necessary to efficiently and creatively provide internal customers and the citizenry with clean water, effective wastewater management, efficient transportation systems and ROW management. Oversee, direct, supervise, and evaluate the work of the Public Works team, including Street Department, Engineering, GIS/Data and Records, Utility Billing, Office Support, Water Quality and Compliance, Utility Plants, and Utility Network. Manage the Civil City budget for Public Works, and the Utility Budget for the Utilities. Manage solid waste collection and recycling program. Develop and implement City and departmental policies, procedures and strategies. Represent the Department in meetings with other City Departments and the public. Plan, design and manage public works projects. Ensure compliance with Federal, State and local regulations and standards. Prepare reports and presentations for City officials and the public. Coordinates all existing and future utility and transportation infrastructure needs of the community including: Master Planning Strategic Capital Planning Project implementation

Requirements

  • Bachelors of Science in Engineering or a closely related field.
  • Six (6) or more years of increasingly responsible management experience in an organization of comparable size or complexity as the City of Elkhart Engineering Group.
  • Or, any equivalent combination of experience, training and education that demonstrates the possession of the required knowledge, skills and abilities.
  • An Indiana Professional Engineer’s license.
  • Ability to write and speak effectively, both with colleagues and the citizenry.
  • Knowledge of budgetary principles and the budgeting process
  • Knowledge of basic human resource principles.
  • Knowledge of street maintenance programs.
  • Knowledge of principles of traffic operations and transportation engineering.
  • Knowledge of Clean Water Act and related state and federal law and regulations.
  • Knowledge of principles of a water distribution system and utility.
  • Knowledge of principles of a wastewater collection system and utility.
  • Knowledge of purchasing policies, statutes and regulations for municipal government.
  • Ability to use information technology systems to maximize operational efficiencies.
  • Ability to hold sensitive information in strict confidence.
  • Ability to prioritize information and incidents, and distinguish between the important and the inconsequential.
  • Ability to discern between information subject to public disclosure and information statutorily excluded from disclosure.
  • Ability to withstand public criticism by members of the City Council, the local media, and citizens.
  • Ability to withstand private criticism by colleagues.
  • Tenacious ability to plan, organizes and prioritize operational expenses, and execute both short term and long term goals and projects.
  • Principled negotiation skills.
  • Ability to operate a motor vehicle unrestricted.
