About The Position

The Director of Project Delivery, within the Office of Design and Construction (ODC), is charged with overseeing the management of planning, design and construction projects for Commonwealth agencies that are focused on capital renewal. The incumbent manages an integrated team of project managers leveraging innovative approaches to project delivery and works collaboratively with senior stakeholders and clients representing agencies throughout the Commonwealth. The Director oversees planning, design and construction of assigned projects to ensure projects are designed and constructed on time, within budget and meet the quality standards of the Commonwealth. The Director provides guidance and interprets policy to the staff, and holds ultimate accountability for all assigned projects. The Director communicates agency priorities and provides leadership to all assigned staff. The Director frequently interacts with the Deputy Commissioner of Design and Construction, the Commissioner of DCAMM, and other Senior Executives in order to keep parties abreast of project progress and to provide technical advice and guidance on a wide range of issues.

Requirements

  • Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least three (3) years must have been in a managerial capacity.

Nice To Haves

  • Proven ability and extensive experience in management and oversight of the design and construction of new facilities, renovations and repairs, including those involving historic structures. Thorough knowledge of design, engineering and construction management principles and practices. Experience with medical care facilities and/or high-rise office buildings.
  • Ability to plan, organize, direct and oversee work of considerable diversity.
  • Ability to apply design, engineering and construction management techniques to solve complex problems.
  • Ability to negotiate and resolve conflicts within the context of complex design and construction project development.
  • Ability to motivate and supervise a diverse staff, instilling a culture of ownership and accountability.

  • Extensive knowledge of the public construction process. Strong understanding of the C. 149 and C. 149A CM@ Risk delivery method.
  • 10-15 years management experience in overseeing building construction projects including some experience with public construction and CM @ Risk.
  • Degree in architecture, engineering, or construction management
  • Architectural or engineering registration desirable

Responsibilities

  • Managing operations of all assigned project teams. Making personnel decisions such as new hires, promotions, reorganizations, etc. Assigning projects to Project Managers and management teams. Developing policies, standards, procedures and schedules. Maintaining staff competence by establishing thresholds for training requirements, and promoting professional development. Supervising compliance to approved programs throughout the project life cycle. Developing metrics to evaluate departmental and staff performance. Directly engaging on priority or high visibility projects.
  • Assuming holistic ownership of major capital programs for specific clients (e.g. Health and Human Services; Executive Office of Public Safety and Security; etc.) where the incumbent develops a deep understanding of client facilities and capital needs while overseeing ongoing capital projects for the client throughout the Commonwealth. Developing and maintaing strong, long-term relationships with contractors, consultants, assigned clients and user agencies, ensuring robust communication and client satisfaction.
  • Directly influencing technical design solutions to complex client/user agency needs, including integration of equipment and cutting edge technology that facilitates positive project outcomes. Significantly involved in the front-end planning of capital projects, working closely with the Office of Planning and the client/user agency in defining project scopes which best meets the need, given budgetary constraints
  • Maintaining continuous, effective communication with Deputy Commissioner, Commissioner and Executive staff to keep parties informed on project progress, problems, etc. Providing extensive technical knowledge and advice on a wide range of engineering and project management issues.
  • Working closely with attorneys and General Counsel to coordinate and resolve any litigation, mediation or claims on projects. Partnering with other Division Directors to ensure maximum coordination of financial, contractual and legal matters.
  • Engaging in professional organizations forums/meetings to stay abreast of new technologies, innovation in design, construction and project management, and share with staff and clients when relevant.
  • Other related duties as assigned.
