Seeking a Full Time Director of Program Operations on our Elmira Corps Team The Director of Program is responsible for the administration, budgeting/funding, contract compliance/quality assurance and development of social service programs, which provides a continuum of care for individuals and families served through Elmira Corps Social Ministry. The director provides needed community engagement, identifies other social service programs to assist client needs and assist with the establishment of collaborations and partnerships within the county. Provides advocacy for all Salvation Army ministries in the community.

Requirements

  • Successful management of multiple, high priority projects; ability to develop budgets and monitor fiscal records, direct social services programs to a disadvantaged client population or persons with social problems, in a large, multi service organization.
  • Ability to develop and monitor Social Service Programs.
  • Ability to build, foster and enhance relationships with the city, County, New York State Agencies, United Way and other local Human Service Agencies.
  • Successful in networking with funding sources.
  • Possess the values and skills needed to provide effective assistance to the people we serve.
  • Able to embrace and agree with the overall mission of The Salvation Army.
  • Proficient in computer skills and various program applications, client databases.
  • Valid driver’s license that meets The Salvation Army insurance requirements.

Responsibilities

  • Ensure that each program fits into the mission of the Salvation Army and that staff is active in promoting the same.
  • Ensure that each program works closely with Salvation Army officers, to provide other enrichment activities and pastoral care in compliance with contractual guidelines.
  • Conduct and/or arrange for periodic staff meetings in each program, to orient staff particularly to The Salvation Army overall purpose and full integration of ministries and to work with program leadership on strategic plans and activities.
  • Ensure that employment procedures, personnel practices and all personnel-related matters are conducted within Salvation Army procedures, NY State regulations, and with advisement from DHQ HR Department and DHQ Social Services Compliance
  • Participate in the recruitment of program staff; review and recommend proposed employment and approval of program staff to support hiring managers and Corps Officers.
  • Ensure that staffing levels are maintained and meet licensing requirements.
  • Complete personnel evaluations for all direct reports, using the SA evaluation form as an assessment tool; and oversee that all staff have timely evaluations.
  • Complete and submit all HR related paperwork to TSAAM as required to ensure all HR standards and processes are being met
  • Assess and recruit internship placements as needed and appropriate.
  • Ensure that program facilities and vehicles are well-maintained and in compliance with The Salvation Army standards and regulatory/state standards.
  • Ensures regular program billing and reporting is completed on time and accurate to meet contract requirements
  • Monitor timely submission, accuracy, and appropriateness of responses to regulatory agency inspection reports and follow ups on implementation of The Salvation Army corrective actions.
  • Meet regularly with Corps officers to resolve problems and improve services, assure consistent and regular communication.
  • Review funding contracts for accuracy and monitor timely completion of tasks and standards, working closely with DHQ on contract processing and compliance.
  • Monitor and complete timely submission and accuracy of all management/funding reports, evaluations and monthly program statistics.
  • Work closely with program leaders to provide training on procedures, discuss problem areas and reinforce policy.
  • Work directly with the DHQ Finance Department in grant management, billing, etc. of all funding sources for programs. Including a review all budgets to be submitted to funding sources to assure program viability and maximizing funding.
  • Receive and review reports on income and expenses, petty cash, other finance issues, and ensure safekeeping procedures are in place for direct client assistance, petty cash, program purchasing, etc.
  • Accept any other duties as assigned by the Corps Officer, DHQ Social Services and DHQ finance departments for contract and compliance.
  • Work closely with Corps Officers, DHQ property, finance, and social services on long-term strategic property projects
  • Seek out additional/new funding for existing programs and work collaborative with Corps Officers, DHQ finance, DHQ CRD and DHQ Social Services in grant applications for new and expanded programming.
  • Work collaboratively with DHQ CRD to iInterface with all funding sources and develop appropriate relationships to enhance The Salvation Army prospects for continued and additional funding and program development.
  • Serve on community committees, task forces, boards, with other community organizations that will enhance the position in the Salvation Army in the community we serve.
  • Serve as the SA representative on the local EFSP Board in the absence of the Corps Officer.
  • Interface with the Advisory Board in coordination with the Corps Officers.
  • Work with DHQ CRD to develop communication materials in coordination with the Corps Officers, AB members and Corps Council that can report to and educate the public about the programs and projects of the Salvation Army in Chemung County.
  • Accept public speaking invitations as is appropriate, to promote The Salvation Army.
  • Supervise program leadership staff to assist in accomplishing the mission of the program.
  • Attend all staff meetings, workshops and trainings as needed and directed by the Corps Officer
  • Participate in all other duties and activities as requested or assigned.
