Oversees at least two of the following district functions:maintenance and/or transportation operations. Reports to the District Engineer or the Deputy District Engineer. Manages a group of professional, technical, and clerical employees. Work involves directing building and grounds maintenance; programming of building projects; implementing hazardous materials/waste procedures; overseeing photo logging of roads; overseeing the equipment Shop; and overseeing the utility and/or driveway permit program. Work requires contact with governmental officials and the public. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Essential Duties: Acts as liaison with the Federal Highway Administration, divisions and special offices concerning traffic operations, contracts, maintenance and/or traffic safety projects. Coordinates with the district Transportation Planning and Programming Section on schematics, to include capacity and level of service studies. Develops and monitors construction, maintenance and transportation operations budgets and related programs. Oversees maintenance traffic control coordination for the district; periodically reviews traffic control devices on projects with Area Engineers; reviews in-house and consultant traffic control plans and traffic projects. Oversees contracts, issuance of work orders, traffic and/or maintenance and projects. Oversees the Community Traffic Safety Programs and the preparation of the District Highway Safety Plan. Oversees the design, installation, maintenance and repair of all traffic signals, radios, railroad crossing equipment, center striping, traffic management system, etc., including writing, negotiating and monitoring contracts. Oversees the development of Plans, Specifications and Estimates for traffic projects. Oversees traffic engineering studies and warranting of traffic signals and speed zones. Recommends preventive maintenance and rehabilitation programs to the Director of the Transportation Planning and Programming Division. Represents the district at various meetings and/or serves on various committees, workgroups and teams. Responsible for the development, preparation, letting and administration of district maintenance contracts; monitors maintenance contracting levels to meet legislative requirements; oversees all special maintenance jobs. Verifies contractors' compliance with federal requirements for EEO and the on-the-job training, Disadvantaged Business Enterprise and Small Business Enterprise programs. Performs other job responsibilities as assigned.
