About The Position

This position performs complex managerial work for the Operations Team in the Tuberculosis (TB) and Hansen's Disease Section (Section). Provide vision, leadership, and strategic direction by planning, setting goals and objectives, directing and coordinating the financial functions and all operational activities in the Section. Respond to assignments involving the Legislative Appropriations Request (LAR), operating budget and manages the Section's finances. Develop financial strategies and proposals to secure additional funding. Develop and implement the Section's financial strategic plan ensuring financial goals and objectives are consistent with the strategic plan for the Infectious Disease Prevention Division (IDP); develop, and implement financial management procedures; performance monitoring; executive level reporting; and directly supervise operations staff. Present financial updates to the Section director, deputy commissioner, associate deputy commissioner and DSHS leadership. Analyze legislation, determine fiscal impact, and develop fiscal notes. Establishes short-term and long-term financial planning. Develop and maintain working relationships with internal leaders, contracted entities and vendors. Work under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Requirements

  • Knowledge of local, state, and federal laws and regulations relevant to program area; and of the principles and practices of public administration and management.

  • Advanced knowledge of governmental accounting and budgetary procedures and processes.
  • Knowledge of legislative appropriations requests and operating budget processes.
  • Knowledge of budget and forecasting practices and operations.
  • Advanced knowledge of cost allocation methodologies.
  • Knowledge of relevant laws such as HIPAA and data privacy regulations.
  • Knowledge of training and supervisory techniques.
  • Skill in the use of computer application software, including but limited to Excel, Word, CAPPS, Access, HHSAS, and other governmental financial and human resource applications.
  • Skill in working collaboratively and cooperatively with diverse groups and in conflict resolution.
  • Skill in managing multiple and competing priorities.
  • Ability to plan, assign, and supervise the work of others.

  • Current and valid Texas driver's license
  • Management experience above the first line supervisor level (must be noted in application/resume).
  • Graduation from an accredited four-year college or university with major course work in a field relevant to the position.
  • Experience and education may be substituted for one another.
  • Experience in budgeting.

Nice To Haves

  • Additional experience in responding to legislative assignments including budget assignments is preferred.

Responsibilities

  • Administer and direct the financial activities for the TB and Hansen's Disease Section which is responsible for delivering TB and Hansen's disease services statewide.
  • Direct and supervise complex agency budget preparation and analysis work that includes the examination, review, and analysis of agency operating budgets
  • Direct all operational activities within the Section.
  • Plan, assign, and supervise the work of the Operations staff
  • Participate in program collaboration and service integration activities.
  • Maintain a competent TB and HD workforce statewide.
  • Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.
