About The Position

The Director of Operations manages program operations for all child support activities within one of three geographic sectors in the Commonwealth's Division of Child Support Enforcement (DCSE). Directs, manages and supervises the administrative, programmatic and operational aspects of the district program operations in district offices where the multifaceted child support program is administered to a diverse customer base. Directly supervise all the child support offices within the assigned sector consisting of approximately 250 staff reports. Directs liaison and public relations activities with community leaders and media. As a member of the DCSE Executive Team, participates in overall program direction in concert with the mission of the Department of Social Services (DSS). As a member of the Automated Program for the Enforcement of Child Support (APECS) Steering Committee, identifies and prioritizes enhancements to APECS iApecs and to other supporting automated systems. Presents recommended automation enhancements, including budgetary justifications, to the Information Technology Investment Management (ITIM) Board for approval. DCSE’s Mission is to promote strong, self-reliant families by delivering child support enforcement services, as provided by law, through the location of noncustodial parents, establishment of orders, enforcement of orders, collection of child support and distribution of child support. Requirements

  • Experience directing, managing and supervising managers and/or professional staff and establishing and implementing strategies to meet unit performance goals.
  • Considerable knowledge of principles and practices of public administration and managing a child support office or team.
  • Ability to apply leadership and direction for planning and implementation of programs, projects and budgets.
  • Considerable knowledge of federal and state laws and regulations applicable to child support and public social service programs.
  • Ability to analyze policies, laws and regulations and translate the general directions or specific requirements.
  • Ability to establish and communicate goals and objectives that support the vision and mission of VDSS through the use of data and reports.
  • Ability to deliver high quality customer focused services by responding to internal and external customers in a professional manner with timeliness, accuracy and appropriate depth of analysis for resolution.
  • Effectively works with diverse audiences.
  • Collaborating and effectively communicating with others both orally and in writing.
