About The Position

At Circle of Care, we are committed to providing strength-based care management services for youth and families in Passaic County experiencing emotional, behavioral, developmental, and substance use challenges. Through team collaboration, we help families build resilience and overcome barriers to their success. We are seeking a Director of Human Resources who shares our commitment to mission-driven service and understands that strong internal systems and supported employees are essential to delivering high-quality care to the community. This senior leadership role is responsible for strengthening, standardizing, and overseeing HR operations across the organization. The Director ensures consistent, compliant, and fair HR practices while fostering a culture of accountability, trust, and continuous improvement. Partnering closely with the Executive Director and leadership team, the Director of HR plays a key role in reducing organizational risk, enhancing HR systems and workflows, and supporting leaders in effectively managing and developing staff. This role blends strategic leadership with hands-on involvement in employee relations, performance management, and organizational effectiveness.

Requirements

  • Bachelor’s degree in Human Resources or related field required
  • HR certification (SHRM-CP, SHRM-SCP, PHR, or SPHR) required
  • 6+ years of progressive HR experience, including employee relations and HR operations
  • 3+ years of leadership experience supervising HR staff
  • Strong background in complex employee relations, investigations, and compliance
  • Experience improving HR processes and systems in dynamic or evolving environments

Nice To Haves

  • Nonprofit or regulated environment experience preferred
  • Familiarity with ADP Workforce Now, PerformYard and/or Energage is a plus

Responsibilities

  • Lead and develop a high-performing HR team aligned with Circle of Care’s mission and values
  • Strengthen employee engagement through feedback, data analysis, and actionable improvements that support staff and service excellence
  • Coach and support leaders to build consistent, accountable, and effective people management practices
  • Oversee complex employee relations matters, including investigations, corrective action, and separations
  • Ensure compliance with all federal, state, and regulatory requirements while promoting fairness and consistency
  • Optimize HR systems, workflows, and reporting to improve efficiency and data-driven decision-making
  • Oversee compensation, benefits, job descriptions, and leave administration to ensure equity, regulatory compliance, and alignment with organizational goals.
  • Provide insights, reports, and recommendations to executive leadership and the Board
