About The Position

Director of Human Resources Company Overview: Dutch Ridge Consulting Group, LLC (DRCG) is an ISO 9001:2015, Department of Veterans Affairs (VA) Certified Veteran Enterprise (CVE), Service-Disabled Veteran-Owned Small Business (SDVOSB). DRCG provides cleared technical support staff throughout the United States with corporate offices in Ashburn, Virginia. DRCG offers expertise in Systems Integration (SI), Information Technology (IT) solutioning, Program Management, Risk Management, Business Process Reengineering (BPR), Requirements Engineering, Workflow Solutioning, and Business Consulting Services. Established in 2016, DRCG is 100% US owned and predominately supports the DoJ, DoW, and DHS. DRCG optimizes client investments by leveraging expertise to better manage the growth and transformation of existing IT environments. We are looking for a full-time -exempt, Director of Human Resources to support the company's continued growth. This is a hands-on role and will require daily interaction with staff, new hires and the leadership team.

Requirements

  • Bachelor's degree in HR, Business, or related field (MBA a plus).
  • 8–10 years of progressive HR experience, including 3+ years in a leadership role.
  • HR Certification strongly preferred (PHR, SPHR, SHRM-CP, or SHRM-SCP).
  • Proficiency in ADP Workforce Now and Microsoft Office Suite.
  • Experience working for a federal government contractor.
  • Experience applying the McNamara-O'Hara Service Contract Act (SCA), Service Contract Labor Standards (SCLS), and Department of Labor wage determinations to workforces and maintaining compliance.
  • Must be a US citizen.

Nice To Haves

  • An active/current DoW Secret clearance or higher or the ability to successfully meet the requirements to obtain one sponsored by our company.
  • Referenceable organizational skills demonstrating experience supporting a business with over 200 employees.
  • Experience with Department of Labor compliance regarding WD and H&W.

Responsibilities

  • Lead and execute HR strategies aligned with organizational goals: workforce planning, retention, performance, training, and culture.
  • Oversee evaluation of benefits offerings to ensure competitiveness with market benchmarks and alignment with evolving employee needs and expectations.
  • Assist in the development and implementation of personnel policies and procedures; maintain the employee handbook.
  • Work with the company's professional employer organization (PEO) to maintain federal, state, and local regulatory compliance, such as FUTA and SUI reporting
  • Serve as a trusted advisor to senior leadership on organizational and management issues.
  • Supervise and mentor 1-2 HR staff, supporting their professional growth.
  • Develop and implement HR policies and ensure compliance with federal, state, and local regulations.
  • Oversee HR operations: benefits, payroll processing (in partnership with Finance), employee relations, recruitment, and engagement.
  • Collaborate with the CFO and CEO to design competitive and sustainable compensation and benefits programs.
  • Ensure accurate and timely reporting, data integrity in ADP, and compliance with government contract requirements.
  • Facilitate training programs including onboarding, compliance, and leadership development.
  • Lead performance management processes tied to strategic goals.
  • Conduct exit interviews and analyze turnover trends to inform retention strategies.
  • Assist with special projects as needed, such as documenting HR processes for ISO 9001
