Performs a variety of complex professional administrative and supervisory work while directing, planning, and coordinating the full range of functions and programs of the Human Resources and Risk Management department. This is a hands-on position responsible for talent acquisition, compensation and position classification for all city employees, administering a comprehensive employee benefits program, training, employee relations, and risk management programs. Example of Duties Leads the talent acquisition process, including recruiting, consulting with hiring managers to determine skills and competencies required for openings, extending job offers and onboarding new hires. Assist hiring managers with interview questions and serving on interview panels to enable hiring the highest quality candidates available, as needed. Administers, interprets, and ensures compliance with a variety of personnel regulations related to state and federal laws/regulations, and recommends best practices; review policies and procedures to maintain compliance and as organizational needs change. Work with city attorney on employee relations issues and complaints as needed. Updates and maintains the City's compensation plan including developing and maintaining job descriptions; creation of annual pay plans for general govern, police and fire pay plans; oversees the employee performance evaluation process. Develops, implements, and administers the City's human resources plans, policies, procedures, and programs; prepare and administer the Human Resources and Risk Management budgets, monitor and authorize expenditures, establishes departmental goals, objectives, and priorities. Supervise Human Resources staff. Prepare organizational salary information for annual budget, prepare calculations for salary increases and costs of additional staff. Oversee public information requests and work with the City Attorney as needed when responding. Directs and coordinates the City's risk management function including workers' compensation, safety, property, casualty, and liability to reduce risk. Counsel with employees at all levels within the organization related to working conditions, performance, and employee complaints, grievances and other issues; conduct investigations related to complaints received by employees, customers, as well as other employment related issue. Administers and manages the City's employee and retiree benefits programs in relation to medical, dental, wellness, life, long-term disability, retirement, deferred compensation, identity theft, EAP, and COBRA. This may involve preparation of bid documents for various benefits, analysis of bids and recommendations to management with presentations to City Council. Administers service contracts; liaises with brokers and vendors regarding benefits related matters; reconciles and authorizes the payment of benefits invoices. Prepares and maintains a variety of human resources records, reports, and documentation. Responsible for communicating needed information in writing and via presentations to employees, retirees, management, and City Council. Performs other duties as assigned or required.
