About The Position

This position is responsible for performing a variety of professional, administrative, and technical duties in support of the City’s Human Resources and Risk Management functions. This position is responsible for posting job openings, pre-employment process, compliance, workers’ compensation, and general liability claim management.

Requirements

  • Knowledge of human resource principles and practices; laws/regulations (federal and state), terminology, procedures, and methods.
  • Knowledge of risk management concepts, including workplace safety, workers' compensation, and genearl liability claim management.
  • Knowledge of insurance principles, claims processing, and liability exposure.
  • Knowledge of legal processes related to claims, including documentation and interrogatories.
  • Skill in use of HRIS systems, Microsfot Office, and general office software.
  • Effective written and verbal communication.
  • Ability to maintain confidentiality and handle sensitive information appropriately.
  • Strong organizational, analytical, and problem-solving skills.
  • Ability to manage multiple task and priorities in a fast-paced environment.
  • Ability to establish and maintain effective working relationships with employees, supervisors, and external partners.
  • Bachelor's degree in Human Resources, Business Administration, Public Administration, Risk Management, or related field; or equivalent combination of education and experience.
  • Three (3) years of experience in human resources, risk management, claims administration, legal, or related field.
  • Experience with HRIS and records management system.

Nice To Haves

  • Five (5) plus years' experience in human resources, risk management, claims administration, legal, or related field.
  • Experience in municipal or public sector human resources and/or risk management.
  • Professional certifications such as SHRM-CP or PHR.

Responsibilities

  • Consults with department heads, supervisors, and employees regarding discrepancies or questions affecting personnel actions.
  • Reviews all full-time candidate offer request and completes the pre-employment process for all candidates as required.
  • Assists in maintaining compliance with all local, state and federal laws pertaining to human resources in addition to City Policy Manual and supporting polices.
  • During peak season, will assist the Payroll and Benefits Specialist with entering full time employees into HRIS systems.
  • Assists in implementation and communication of HR policies and procedures.
  • Manages workers’ compensation claims, including reporting, tracking, and communication with employees, supervisors, and third-party administrators and participating in claims reviews.
  • Responsible for completing all workers’ compensation self-insured reports and processing quarterly and annual state workers’ compensation tax payments.
  • Manages general liability claims, including intake, investigation, documentation, and coordinator with insurance carriers and third-party administrators.
  • Maintains detailed records of liability claims, monitors claim status, and ensures timely follow-up.
  • Assist with preparing information for interrogatories, including working with other departments to gather documentation.
  • Assist with safety programs and initiatives; tracks incidents, prepares reports, and assist with safety training as requested.
  • Assist with liability and property claims, including documentation, communication with insurance carriers, and maintaining accurate records.
  • Collaborates with citizens, insurance companies, and/or Prosecuting Attorney to recover cost for damages, ensuring proper documentation and follow-up.
  • Maintains records related to insurance policies and claims.
  • Prepares reports and maintains data related to risk management.
  • Coordinates and maintains procedures on employee drug testing policy.
  • Serves as back up to Payroll & Benefits Specialist; assists in entering and processing payroll, FMLA, and 1095 process when needed.
  • Oversees and administers Fitness Evaluations (pre-employment and return-to-work).
  • Serves as contact person for risk management insurance vendors.
  • Posts all job announcements and oversees electronic applicant tracking system, including system maintenance, updates, and administration of users access and permission for hiring managers and departments.
  • Assists with annual budget planning process; tracks and monitors expenditures throughout each fiscal year.
  • Researches issues and responds to requests from departments, supervisors, and employees throughout the City.
  • Answers incoming phone calls; assists walk-in customers; assists city employees with questions or requests.
  • Can be called to active duty in the event of a City Emergency.
  • Performs other related duties as assigned.
