Leidos QTC (LQTC) Health Services is seeking an experienced individual to serve as the Finance Director for the Enabling Operations (EO) organization. Enabling Operations is focused on driving teams through planning, implementing and maintaining a robust, engaged provider network, innovative healthcare delivery services, optimal utilization management and top-of-the-line customer satisfaction solutions. This individual will lead financial execution for the EO organization by driving forward optimization of LQTC’s portfolio of businesses and growth. This position will manage a team of analysts with primary responsibilities including financial planning and execution for EO organization. This position requires a problem solver that can pull together knowledge from a broad range of subjects to produce thorough analyses of complex, challenging issues, and use those analyses to find solutions. Requirements

  • Bachelor's degree and 15 years of experience or Masters with 13 years of relevant experience.
  • Able to work and communicate on business cases, variance analysis, and evaluating cost benefit models; advise senior management on financial and strategic issues.
  • Strong background and experience with different business structure.
  • Excellent written and verbal communication skills; ability to interact credibly and diplomatically with all levels of management and establish a solid working relationship with senior management and peers.
  • Strong analytical, organizational, and presentations skills and the ability to manage multiple priorities across a diverse portfolio of programs.
  • Able to think strategically, lead a geographically diverse team, and grasp a firm understanding of the business goals & priorities and what it takes to execute.
  • Ability to interact effectively with peer functional organizations (contracts, procurement, accounting, program excellence, business development, capture excellence).
  • Ability to challenge the status quo, drive change, “roll up sleeves”, managing and performing in a fast-paced dynamic work environment.
  • Problem-solving skills with the ability to create consensus-based support for strategic initiatives and processes.

Nice To Haves

  • Understanding of Leidos policies, procedures, and business architecture.
  • Background in U.S. Federal Government contracting.
  • Knowledge of relevant regulations, VA programs, or medical services operations can help contextualize the role’s initiatives.
  • Ability to gain internal support, operate independently with limited supervision and feedback, and establish a solid working relationship with senior management, technical staff, business area leaders, and peers in the Sector and across Leidos.
  • Acumatica, Tableau, PowerBI or other Power Platform application experience is a plus.

Responsibilities

  • Serve as advisor and strategic partner to the Enabling Operations SVP and leadership team with regards to business planning and execution of the EO organization financial objectives.
  • Manage all financial planning and execution aspects for the Enabling Operations organization, which will be approximately 1300+ FTEs with more than $140M in annual expenses.
  • Drive collaboration across departments to ensure optimal operations for all lines of business.
  • Develop ConOps and enhance best practices for EO organization.
  • Expenses will be spread across more than seven (7) cost centers, requiring significant expertise and level of understanding of cost center mechanics and intricacies.
  • Lead will be tasked with developing detailed pricing and allocation methodologies, in conjunction with EO leadership, to ensure efficient pricing on EOs and ensure appropriate program allocations.
  • Lead will be responsible for cost center planning and consolidation for 2026 and beyond, ensuring the appropriate mix of cost centers without creating additional programmatic burden.
  • Lead will be responsible for working with government compliance, legal, and contracts organizations to ensure compliance with applicable laws and regulations.
  • Lead will be responsible for developing commercial pricing strategies for offerings to allow for new sales motions and new market penetration.
  • Be a strong influencer and champion of change management as the organization adopt and implement Health Sector’s and LQTC strategic objectives.
  • Manage the team to ensure contractual compliance, cost management, budget development, and efficient cash flow.
  • Participate in building a culture that is team-oriented, committed to professional excellence and living the Leidos Values.
  • Mentor and develop finance staff and direct training and development to ensure that all functional resources are in alignment with organizational needs as we grow and develop our financial analysts.
