About The Position

Clearbrook is a non-profit, social services agency that is dedicated to providing innovative services, tools and opportunities to individuals with intellectual and developmental disabilities such as Autism and Down Syndrome. General Duties: Administers and supervises all areas of Community Employment Services offered to clients accessing services through Clearbrook, including IPS, DRS and CDS services. This position supervises CES Coordinator, Job Developers and Microbusiness Managers.

Requirements

  • Must pass pre-employment physical and drug test within 10 days of the job offer.
  • Must pass an Illinois state criminal background check with no disqualifying conditions.
  • Must pass TB test within 30 days of employment.
  • Must be at least 18 years of age.
  • Must have a valid driver’s license.
  • Must furnish proof of vehicle insurance.
  • Bachelor’s Degree in related field
  • At least 2 years of related experience
  • 2 years of supervisory experience
  • Strong managerial/supervisory skills
  • Knowledge of governing rules

  • Master’s Degree in related field
  • At least 4 years of related experience

Responsibilities

  • Maintain a thorough knowledge of the state and federal regulations that govern Community Employment Services Programs and Community Day Services and ensure that the programs are operated in compliance with these regulations.
  • Drive progress and growth of Clearbrook’s microbusiness initiative.
  • Work closely with Development/Marketing, Microbusiness Manager, VP of CDS and Employment and COO to enhance community awareness and engagement.
  • Maintain, update and implement written policies and procedures covering all services provided by these programs.
  • Ensure compliance with Clearbrook’s personnel policies as they relate to the programs and their staff.
  • Hire, supervise and evaluate staff of programs.
  • Successfully implement PHI coaching approach as well as utilize PHI techniques when communicating with staff.
  • Establish and maintain contacts between the programs and the families, guardians, and community organizations necessary for meeting client needs.
  • Ensure adequate and appropriate upkeep of the facilities in cooperation with the Vice President of Operations.
  • Responsible for appropriate and regular in-service training sessions for all staff in cooperation with the Training Department.
  • Communicate all relevant information to interested stakeholders, including but not limited to: quarterly newsletters, mass communication, and individual communications as needed.
  • Conduct regularly scheduled staff meetings and ensure that timely dissemination of information.
  • Develop and implement sound financial management of the programs in cooperation with the Vice President of CDS and Employment and Chief Financial Officer.
  • Complete all required billing, including internal/intercompany billing as well as external invoicing and complete all required documentation related to billing practices.
  • Participate in required meetings as scheduled.
  • Develop annual goals for the programs and evaluate progress toward goals quarterly.
  • Conduct regular evaluations of program outcome measures and provide the necessary data to the Vice President of Quality Assurance to support KPI reporting
  • Ensure effective communication between day and residential programs.
  • Ensure compliance with AbilityOne, Title XX, and all related DHS/DRS program requirements.
  • Participate in state-wide committees related to Community Employment Services, as assigned by the Vice President of CDS and Employment.
  • Carry out other duties as assigned by the Vice President of CDS and Employment.
