About The Position

This position is located in Oklahoma City, Oklahoma. Director of Community Living - E10C Annual Salary: $130,273.93 + Full State Employee Benefits Job-Related travel is EXTENSIVE - Must possess a valid driver's license and must maintain required car insurance. Hours worked may include on-call 24 hours per day/7 days a week. Minimum Qualifications : Education and Experience required at this level consists of a bachelor’s degree and seven (7) years of professional business or public administration experience, including four (4)years in a supervisory or administrative capacity; OR an equivalent combination of education and experience, substituting one year of professional or technical administrative experience in business or public administration for each year of the required education. NOTE: No substitution will be allowed for the required professional experience in a supervisory or administrative capacity. Job Responsibilities: Plans, organizes, and directs the development and implementation of methods of operation of Adult Protective Services programs to include coordination of the activities of the units within the state. Administers the programs offered through the division by managing, staffing, planning, monitoring, organizing and directing the implementation of the following programs: Community Adult Protective Services, APS Long Term Care Investigations and Aids Coordination and Information Services. Directs the development and implementation of goals, policies and procedures for divisional services; coordinates the work of the division with other divisions and units within the Oklahoma Department of Human Services (DHS). Directs the development of a quality system to ensure client services are appropriately provided. Directs the development and implementation of communications systems within the division to ensure all divisional staff are informed on current policies, procedures and cross-divisional activities to ensure uniform implementation, efficient and effective delivery of services and to gather feedback on proposed changes and problems. Actively participates in agency administration; ensures divisional activities are consistent with the Agency mission and aids in the achievement of Agency-wide goals and objectives. Directs the formulation and evaluation of budget recommendations for the division to provide for effective and efficient use of resources and the achievement of program objectives; determines organizational lines of authority and accountability. Ensures compliance with current rules and regulations with respect to selection, appointment, promotion and retention of personnel; maintains an in-service program for training of staff, assures conformance with equal employment opportunity policies and monitors achievement of EEO goals; directs and assists in staff supervision; evaluates staff performance. Evaluates, interprets and makes recommendations on enacted and proposed state and federal legislation impacting adult protective services; directs the development of policies, rules, regulations and procedures to ensure uniform implementation, monitoring and control. Represents the agency at various meetings and hearings; reviews and makes recommendations on sensitive personnel and administrative problems and issues. Ensures compliance with state and federal requirements through: Implementing and monitoring budget work plans; Monitoring funding requests; Monitoring expenditures and program reports to the state and federal government; Monitoring contracts for compliance with their terms; And Monitoring new developments in state and federal statutes and regulations. Performs related work as required and assigned. Coordinate multiple priorities across program lines. Assist with the development of staff through personal leadership. Promote teamwork and the development of team spirit to achieve a high-level of morale through superior communication skills, both oral and written. Demonstrate a high-level of managerial talent, ethical business judgment, and knowledge of agency’s policies and procedures. Provide positive solutions to complex and diverse issues involving employees, clients/customers, and state, federal, and local partners through the use of interpersonal skills. Build continual consensus in resolving complex issues and articulate the Agency’s position, approach, and philosophy to staff, clients/customers, and state, federal and local partners.
