About The Position

Under the general direction of the Chief of Construction (COC), the Director of Civil Infrastructure Delivery is responsible for California High-Speed Rail Authority (Authority) activities related to the construction of the high-speed rail program and ensures cost, scope, and schedule are delivered efficiently and in compliance with executed contracts. This position will be responsible for overseeing all Civil Construction Packages for the project. The incumbent is responsible for the cost-effective utilization of Authority staff, the Program Delivery Services (PDS) team, and the Project and Construction Management Consultants (PCMs). The incumbent advises the Chief of Construction (COC) on construction issues of significant importance relative to the development of the high-speed rail system. The incumbent exercises political acumen and works effectively with diverse internal and external parties, including the Authority's Board of Directors, the executive team, and other administrators and stakeholders. The incumbent is responsible for reviewing and inputting all major construction documents.

Requirements

  • This position requires a Professional Engineer (PE) License.
  • A Statement of Qualifications (SOQ) is required to apply for this position.   • Describe your experience overseeing transportation projects from concept through construction.
  • Describe your experience developing project scopes, schedules, and deliverables in transportation construction projects or contracts.
  • Describe your experience effectively collaborating with a wide range of individuals, such as management, executives, employees, stakeholders, elected officials and/or other public agency representatives.
  • Describe your experience with change management. In your response include your role in ensuring your staff continue to be engaged and the work culture does not suffer during time of change or uncertainty.
  • Provide an example of a time in your career where you aligned organizational business plans and resources to achieve the strategic goals and objectives of the organization.

  • Thorough knowledge of relevant laws, regulations, and policies of federal, state, and local agencies, as well as federal and state legislation pertaining to the above duties.

  • Ability to assimilate technical data, legal issues, risk parameters, and human sensitivities, exercise sound judgment in evaluating alternative courses of action, and recommend the preferred direction in the best interests of the Authority.
  • Significant experience in large complex capital programs and policy development.
  • Experience managing and overseeing large, complex transportation construction contracts.
  • Experience overseeing contract managers.
