About The Position

Primary Purpose: The Director of Assessment, Accountability & Compliance provides leadership for the development, implementation, coordination, and evaluation of district systems for accountability, assessment, and state and federal programs. This position facilitates the operation and expansion of evidence-based innovative school and program models, state and federal programs, and Teacher Incentive Allotment (TIA). The Director oversees evaluation and testing services, disaggregates student data to identify performance gaps, provides actionable reports to stakeholders to improve instruction, and monitors and leads the continuous improvement cycle.

Requirements

  • Masters degree from an accredited college or university
  • Valid teaching certification
  • Valid Texas Administrator Certificate
  • Ability to use student test data systems
  • Ability to use personal computer and software to collect, report, and present data and assessment-related information
  • Ability to develop and deliver training to adult learners
  • Excellent organizational, communication, and interpersonal skills
  • Knowledge of state accountability, state assessments, and local assessment processes
  • Knowledge and understanding of technology and its role in enhancing student services and programs
  • Knowledge of computers, networks, multimedia, and educational software programs
  • Experience managing educational programs and administrative functions
  • Proficiency with Excel and database software
  • Five years of experience in instructional leadership

Responsibilities

  • Analyze and interpret student test data to identify trends and opportunities, and ensure that campus instructional staff receive timely, clear, and usable data to effectively develop student achievement goals and objectives
  • Develop and present statistical studies, analyses, and evaluation reports as required; conduct additional customized research based on district or campus needs
  • Consult with district staff to develop, administer, and interpret evaluation guidelines and procedures
  • Collaborate with instructional leaders to develop, design, and select measurement instruments to assess the effectiveness of instructional programs and pilot projects
  • Work with campus principals to enhance teacher capacity in using data for instruction and intervention
  • Analyze and forecast district performance based on Texas A-F accountability metrics to guide school improvement efforts
  • Oversee administration of all assessment systems for the district, including local, state, and national assessments
  • Serve as a liaison between the district and TEA for submission of reports related to state and federal accountability and assessment
  • Oversee federal and state accountability systems and processes, including all aspects of A-F, RDA, and state and federal compliance
  • Direct and oversee assigned federal and state programs, which may include Title I, II, III, IV, McKinney-Vento, and others, in collaboration with campus and district administration
  • Oversee data and reporting cycles for accountability, assessment, and state and federal programs
  • Create internal systems to evaluate the effectiveness of services and programming within the Department of Accountability, Assessment, and Compliance, ensuring implementation of school improvement efforts consistent with ESSA and other local, state, or federal regulations
  • Implement local, state, and federally mandated student assessment programs and analyze and interpret results to identify student performance trends
  • Coordinate mandatory TEA programs and assessments effectively and efficiently
  • Set the vision, plan, and oversee support of innovative programs, including TIA, for the district
  • Serve as the primary point of contact for Teacher Incentive Allotment (TIA) activities and manage all facets of the program
  • Provide support to campus and district leadership in the implementation and monitoring of the TIA program
  • Assist in the development and updating of manuals, training materials, and resources related to the TIA program
  • Lead the development of student growth measures related to the TIA program
  • Research and analyze the validity and reliability of third-party student growth measures related to the TIA program
  • Assist with reporting assessment data for the TIA program
  • Generate reports on campus walkthroughs to share with leadership
  • Contribute to the development of a process for evaluating and renewing locally developed teacher designation systems, ensuring alignment with designation system best practices
  • Complete evaluation and compliance reports as required by federal and state programs
  • Administer the department budget and ensure that programs are cost-effective and funds are managed responsibly
  • Confer regularly with assigned staff to discuss performance and jointly develop improvement objectives
  • Select, train, evaluate, and supervise the Coordinator of State and Federal Programs, Coordinator of Testing, and Executive Administrative Assistant, and make recommendations relative to assignment, retention, discipline, and dismissal
  • Attend and present at School Board meetings as needed
  • Model professionalism and loyalty through behavior, actions, and words in support of the district, Board of Trustees, colleagues, and supervisors
  • Maintain awareness of current events, publications, and legislation pertinent to state and federal programs, assessment, accountability, TIA, and T-TESS
  • Prepare, distribute, and maintain Texas Teacher Evaluation and Support System (T- TESS) documentation and data
  • Maintain the T-TESS database on the Teach for Texas dashboard
  • Prepare, distribute, and collect professional staff T-TESS evaluation rosters for campus leaders
  • Develop and support capacity of direct reports including the Coordinator of State and Federal Programs, Reporting Specialists and Testing Coordinator
  • Manage and support the day-to-day functioning of the Assessment and Accountability Department
  • Analyze and report data on a district-wide basis
  • Understand, train, and communicate information about the state and federal accountability system
  • Serve as a resource to administrative personnel in expanding their use of data
  • Provide technology support for assessment software
  • Assist with the distribution and inventory of state assessment materials
  • Coordinate technology related to TELPAS online assessment, including scheduling and hardware and software preparation
  • Serve as a liaison to outside vendors and internal departments providing technology software support
  • Collaborate with and provide training for Instructional Technology, Assessment, and Curriculum and Instruction staff

  • Perform other duties in a professional, ethical, and responsible manner as defined in the TEA Code of Ethics for Educators, and assume such responsibilities as assigned
  • Attend board meetings and prepare and present reports related to student performance and accountability
