About The Position

The Director of Human Resources is an integral member of the Executive Leadership Team reporting to the Chief Financial Officer. This role is responsible for leading the organization’s People strategy and day-to-day HR operations in alignment with organizational priorities, financial stewardship, and the mission of creating and delivering innovative healthcare solutions that compassionately address the needs of individuals facing homelessness in Maricopa County. The HR Director leads workforce initiatives that support operational effectiveness, regulatory compliance, employee engagement, retention, development, and organizational sustainability while fostering a culture grounded in dignity, respect, integrity, collaboration, continuous improvement, and service to the whole person. This role serves as both a strategic advisor and operational leader, overseeing all functional areas of human resources including talent acquisition, employee relations, performance management, compensation and benefits, training and development, HR systems, and workforce analytics.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or related field required (or equivalent combination of education and experience).
  • Minimum of seven (7) years of progressive human resources experience, including at least five (5) years in HR leadership or management roles.
  • Demonstrated experience leading both strategic and operational HR functions.
  • Strong knowledge of employment law, regulatory compliance, and HR best practices.
  • Proven ability to partner with executive leadership on organizational strategy, workforce planning, and culture development.
  • Strong analytical, communication, leadership, and change-management skills.
  • Ability to operate both strategically and tactically, ensuring effective execution of HR initiatives aligned with organizational mission and values.

Nice To Haves

  • Healthcare or multi-site organizational experience preferred.
  • SPHR, SHRM-SCP, PHR, or SHRM-CP certification preferred.

Responsibilities

  • Partner with the CFO and executive leadership to develop and implement HR strategies aligned with organizational, operational, financial, and mission-driven objectives.
  • Lead workforce planning, organizational design, and talent management initiatives to ensure the organization maintains a capable, sustainable, and mission-aligned workforce.
  • Provide executive consultation on organizational effectiveness, workforce strategy, and change management initiatives.
  • Direct and oversee all HR functional areas including recruitment, onboarding, employee relations, compensation and benefits administration, leave administration, performance management, recognition programs, training and development, and HRIS operations.
  • Ensure consistent implementation of HR policies, procedures, and best practices across the organization.
  • Provide leadership, coaching, and development for HR department staff and manage the daily operations of the HR function.
  • Lead continuous improvement of HR processes, ensuring HRIS data integrity, system security, reporting capability, and operational efficiency.
  • Partner with executive leadership to embed the organization’s mission, vision, and values into workforce strategies, leadership practices, employee programs, and organizational decision-making.
  • Lead initiatives that intentionally strengthen and sustain a culture grounded in dignity, respect, integrity, collaboration, excellence, and service to the whole person—physical, mental, emotional, and spiritual.
  • Ensure talent acquisition, onboarding, performance management, leadership development, and recognition programs consistently reinforce mission alignment and organizational values.
  • Collaborate with leadership to assess organizational culture, employee engagement, and workforce needs, recommending strategies that advance the vision of a healthy community without homelessness.
  • Support cross-department collaboration and community partnership initiatives that advance the organization’s commitment to meeting people where they are and addressing unmet community needs.
  • Ensure organizational compliance with all applicable federal, state, and local employment laws and healthcare-related workforce regulations.
  • Oversee workplace investigations, disciplinary processes, and employee relations matters, ensuring timely, equitable, and compliant resolution.
  • Review and update policies, procedures, and practices to maintain regulatory compliance and organizational risk mitigation.
  • Oversee the full talent lifecycle, including recruitment strategy, onboarding, performance evaluation frameworks, leadership development, and succession planning.
  • Design and manage competitive compensation, benefits, and performance management programs that support retention and workforce effectiveness.
  • Utilize workforce analytics and HR metrics to support decision-making, workforce planning, productivity improvement, and cost-management initiatives.
  • Partner with the CFO in the development, management, and monitoring of the HR departmental budget and employee benefits programs.
