About The Position

The Bureau of Children, Youth, Families & Developmental Disabilities (CYF-DD) is responsible for planning and monitoring much of NYC's comprehensive network of child and adolescent community mental health services. CYF-DD relies on research and surveillance to guide its decisions around service planning, implementation and evaluation and incorporates a health equity lens into its work. CYF-DD oversees a portfolio of over 100 programs and supports a family-driven, individualized and strength-based approach to care. The Office of Programs oversees the management of contracts providing mental health services to children, youth, and families and monitors programs through data analysis, site visits and provides technical assistance to providers to improve program quality. The portfolio under the Office of Programs includes the Crisis Response Unit, Non-Medicaid Care Coordination, Court-Involved Youth, School Response Teams and Adolescent Skill Centers. The Office collaborates across Bureaus within the Division of Mental Hygiene to complete the timely submission of contracts, payments and contractor performance evaluations. Reporting to the Senior Director of Programs, the Director, Community Mental Health Programs (school-based, skill-centers, justice-involved, care management) supports the implementation of strategic priorities for the Office of Programs in alignment with the overall mission and vision of the Bureau.

Requirements

  • A baccalaureate degree from an accredited college and five years of full-time professional satisfactory experience acquired within the last fifteen years, in a health services setting such as a laboratory, hospital, or other patient care facility, or in a public health, environmental health, or mental hygiene program, at least 18 months of which must have been in a managerial capacity, consisting of managerial experience clearly demonstrating the ability to perform difficult and responsible managerial work, requiring independent decision-making concerning program management, planning, allocation of resources, and the scheduling and assignment of work.
  • Education and/or experience equivalent to "1" above. Education may be substituted for experience on the basis that each 30 graduate semester credits from an accredited college in hospital administration, public health, public administration, business administration, management or administration can be substituted for one year of non-managerial experience up to a maximum of 60 semester credits for two years. However, all candidates must have a minimum of a baccalaureate degree and 18 months of managerial experience as described in "1" above.

Responsibilities

  • As the Director duties include leading and supervising a staff of (3) program consultants responsible for a variety of contracts.
  • Ensure oversight of and technical assistance for a portfolio of contracted services by monitoring and reviewing budgets and data collection from service providers.
  • Provide guidance, training, and support to staff: Ensure timely completion of assignments and prioritization contract and/or budget actions.
  • Ensure that the Team is meeting City and State requirements related to procurement, contracting, budgeting, performance monitoring, and reporting; monitor staff performance and work progress.
  • Support efforts to identify performance indicators and the development of data a collection infrastructure.
  • Meet with Division about planned procurements, solving procurement problems and developing strategies for the timely processing of the portfolio.
  • Provide support for the development and implementation of policies and procedures for staff participation in budget modification, site visits, and overall monitoring of program service delivery.
  • Support utilization of data for program and quality improvement planning and implementation.
  • Collaborate with internal and external partners to identify and address service gaps of contracted services
  • Participate in initiatives to improve health outcomes for children and adolescents with mental health and/or co-occurring I/DD needs.
  • Incorporate racial equity and social justice principles into program planning, monitoring, and evaluation activities.
  • Coordinate and or collaborate with colleagues within the Office of Programs and across the Bureau to support programmatic goals.
  • Participate in relevant Divisional and Departmental workgroups, as necessary.
