About The Position

Austin Community College District (ACC) seeks a strategic, collaborative, and results-driven Director of Capital Planning & Program to lead the planning, design, and delivery of the District’s capital construction and infrastructure program. Reporting to senior leadership, this role oversees a portfolio of major construction, renovation, and infrastructure projects that support ACC’s academic mission, long-term growth, and sustainability goals. The Director provides executive leadership to the capital project management team and serves as a key liaison among college leadership, faculty and staff, architects, engineers, contractors, regulatory agencies, and community partners. This position plays a critical role in shaping ACC’s physical environment and ensuring projects are delivered safely, on schedule, and within budget.

  • Use a variety of spreadsheet, word processing, database, scheduling, and presentation software.
  • Five (5) or more years of experience managing multiple construction and renovation projects, including large institutional or commercial projects
  • Five (5) or more years of managerial experience supervising capital project management staff within a department or agency.
  • Bachelor's degree in Architecture, Engineering, Construction Management, or a related field.
  • Valid Texas drivers license, and reliable transportation for local Austin area travel.

Nice To Haves

  • Eight (8) or more years of experience managing multiple construction and renovation projects, including large institutional or commercial projects
  • Eight (8) or more years of managerial experience supervising capital project management staff within a department or agency.
  • Master’s Degree in Architecture, Engineering, Construction Management, or a related field.
  • Texas license as Architect or Professional Engineer in a discipline related to building construction
  • CCM, CEFP, LEED, and OSHA 30 certifications.

Responsibilities

  • Lead and manage the district’s capital construction program from concept through occupancy, ensuring alignment with the Facilities Master Plan and institutional priorities.
  • Provide strategic leadership, supervision, coaching, and performance management for capital project management staff.
  • Oversee development and execution of long-range capital improvement plans and annual project portfolios.
  • Administer operational and capital budgets, ensuring effective financial planning, cost control, and reporting.
  • Establish and maintain departmental standards, procedures, and best practices for project delivery.
  • Manage procurement, negotiation, and administration of professional services and construction contracts in coordination with legal and procurement teams.
  • Ensure compliance with applicable building codes, safety standards, accessibility requirements, environmental regulations, and historic preservation requirements.
  • Champion sustainability and environmental stewardship across all capital projects.
  • Collaborate with internal stakeholders to ensure facilities meet programmatic and user needs.
  • Represent the District with external agencies, regulatory authorities, and community planning and advisory bodies.
  • Anticipate and resolve project risks, conflicts, and construction disputes.
  • Champion a culture of safety, ensuring projects are planned and executed in compliance with applicable safety regulations and best practices to protect workers, students, and the campus community.
