About The Position

The Director, Global Capability Development, will lead the design, build, and global rollout of the operating model supporting Spark Driver Earnings, Tax, and Compliance. This leader will architect scalable global frameworks including service placement, governance structures, taxonomy, SOPs, controls, and rollout strategy to enable compliant, efficient expansion across international markets. This role is responsible for building the capability — not running day-to-day operations — and will establish the foundation for long-term global execution teams. About the Independent Contractor (Spark Driver) Earnings Team: Our team is responsible for the seamless calculation, disbursement, and reporting of independent contractor earnings worldwide. We operate with a focus on compliance, data integrity, and continuous improvement, directly impacting both company performance and the experience of our global contractor network. This role is pivotal in setting best practices and driving operational rigor across the organization.

Requirements

  • 10+ years of experience in global operating model design, transformation, or capability development, ideally within marketplace, gig economy, fintech, or platform-based business models.
  • Deep expertise in multi-country tax and regulatory environments, including experience designing governance structures, shared services, or global functions at scale.
  • Proven ability to stand up new capabilities from concept to rollout, including building processes, controls, and cross-functional alignment in complex organizations.
  • Experience with compliance and controls frameworks (e.g., SOX), as well as familiarity with ERP systems, payment/settlement platforms, or financial infrastructure.
  • Strong strategic thinking and structured problem-solving skills, with the ability to influence senior stakeholders and navigate ambiguity in high-growth, global environments.
  • Bachelor’s degree in Business, Statistics, Social Science, Communications, or related field and 6 years’ experience in retail merchandising, operations management, or related area OR 8 years’ experience in retail merchandising, operations management, or related area.
  • 2 years’ supervisory experience

Responsibilities

  • Design and implement a scalable global operating model for Driver Earnings, Tax, and Compliance, including defining service placement (centralized, regional, hybrid, in-market) and establishing governance frameworks and decision rights (RACI).
  • Build and standardize core capabilities by developing global taxonomy (earnings, incentives, tax, compliance), SOPs, KPI structures, and risk/control frameworks aligned to regulatory and audit requirements.
  • Lead global expansion by creating repeatable market entry playbooks, assessing tax and regulatory landscapes, and partnering with Legal, Finance, Product, and Marketplace teams to align launch execution.
  • Act as a cross-functional leader, driving alignment between platform design and compliance obligations while leading executive communications and governance forums.
  • Design and oversee compliance frameworks, including worker classification, global tax reporting models, and mechanisms to monitor and respond to regulatory changes.
  • Build and lead a global team and external partnerships, defining the roadmap from operating model design through implementation and steady-state operations.
