About The Position

As the Director of Site Services and Administration, this position typically provides administrative, accounting, human resource and other support to the project for all departments, personnel and is usually assigned up to and including extremely large- sized projects. In this position, projects supported are international and supporting Fluor's Global Metals and Fertilizers business unit. Here, this individual will represent Fluor and work directly with a client while, supporting the execution of daily protocals.

Requirements

  • Accredited four (4) year degree or global equivalent in applicable field of study and sixteen (16) years of work-related experience or a combination of education and directly related experience equal to twenty (20) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
  • Job related technical knowledge necessary to complete the job
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  • Ability to attend to detail and work in a time-conscious and time-effective manner
  • Ability to take on long-term international assignments supporting large EPC projects

  • Establish contact and develop relationships with local community agencies to confirm that Fluor is viewed as a good neighbor
  • Coordinate and develop the relocation policy with project management and human resources
  • Understand the prime contract to confirm that Fluor is reimbursed for all allowable costs, markups and fees at the project; identify supporting documents that are subject to client audit and/or are considered to be Fluor confidential
  • Obtain billing requirements from home office and work with the project business manager and/or service manager to determine billing requirements with the client
  • Work with business manager, corporate tax department and controller to determine responsibility and appropriate handling of all tax-related issues
  • Support the effort to confirm that a “project alignment” session is held with project management, project controls, procurement and contracts at the beginning of the project
  • For direct field labor (DFL) executed projects obtain appropriate government mandated or statutory burdens and any other payroll burden tax rates from the Corporate Tax Department; verify this information as applicable with the corresponding government body
  • Obtain SAP Master Data Requirements (i.e., Project Numbers, Org-Keys, etc.)
  • Arrange for the installation and training of payroll, timekeeping and/or badge readers
  • Work with project management and the field finance department to staff the accounting and payroll functions for the job site as applicable

Responsibilities

  • Manage the administrative functions of a project including office space, office services, field accounting, timekeeping, payroll and human resources functions; and, as needed, assist in the site management of information technology, contracts administration, procurement, warehousing, project controls and camp facilities
  • Educate all employees on personnel policies (e.g. harassment, Equal Employment Opportunity (EEO), substance abuse, open door policy, etc.); perform investigations as required and notify project management of complaints and recommendations to resolve complaints and potential complaints
  • Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training, development opportunities, and timely performance feedback
  • Organize and prioritize a variety of complex projects and multiple tasks in an effective and timely manner, set priorities and meet critical time deadlines
  • Manage banking requirements with the treasury group, the controller and local banks as required by the project
  • Coordinate craft payroll when appropriate and maintain all associated records
  • Collaborate with procurement and contracts to confirm readiness to issue and properly control purchase orders and subcontracts
  • Coordinate the installation of all computer equipment, software and related services
  • Develop the administration, accounting, payroll and timekeeping sections of the applicable project procedures and manuals; confirm that any special agreements or deviations from standard Fluor accounting practices are thoroughly understood and documented with project management, including exception approvals
  • Other duties as assigned
