About The Position

The Digital Transformation Lead / Principal Consultant serves as the senior strategic advisor and primary architect of UOSA’s digital transformation vision. This role leads development of the Integrated Technology Governance Framework, oversees execution of the Digital Maturity Assessment, and directs creation of the multi‑year digital transformation roadmap. The Principal Consultant ensures that all transformation activities align with UOSA’s organizational goals, foundational initiatives, and industry best practices. Leads development of the Technology Governance Framework , defines the digital transformation strategy, and oversees development of the digital maturity roadmap. Provides strategic leadership and ensures that the transformation initiatives align with organizational goals and industry best practices.

Requirements

  • 10+ years leading enterprise digital transformation, modernization, or large‑scale technology governance initiatives.
  • Proven experience defining governance frameworks and long‑term strategic roadmaps for complex organizations.
  • Deep understanding of public‑sector or utility-sector digital transformation is strongly preferred.
  • Familiarity with IT/OT ecosystems and platforms used by UOSA, including SCADA, CMMS, GIS, LIMS, ERP, HR/payroll, and collaboration environments.
  • Expertise in technology frameworks such as COBIT, ISO/IEC 38500, NIST 800‑53, NIST 800‑82, and digital maturity models.
  • Exceptional communication, facilitation, analytical, and executive‑level advisory skills.
  • Strong capability in synthesizing complex inputs into structured frameworks, roadmaps, and governance models.

Responsibilities

  • Strategic Leadership & Visioning Lead development of UOSA’s Integrated Technology Governance Program, leveraging frameworks such as COBIT and ISO/IEC 38500 to establish decision‑making structures, prioritization models, and technology lifecycle processes.
  • Define UOSA’s long‑term digital transformation strategy and ensure it aligns with mission, operational needs, and cross‑division goals.
  • Guide the definition of a “target state” digital maturity vision tailored for a public utility environment.
  • Digital Maturity Assessment & Roadmap Development Lead creation of an assessment framework covering people, process, technology, data, and governance domains.
  • Oversee enterprise-wide system inventory (SCADA, CMMS, GIS, LIMS, ERP, HR/payroll, collaboration tools, etc.) and evaluation of workflow digitization levels.
  • Direct gap analysis, risk identification, benchmarking against industry peers, and evaluation of platform utilization to identify duplicated systems, underused tools, and modernization opportunities.
  • Prioritize initiatives using structured criteria (business value, sustainability, risk reduction, regulatory compliance).
  • Deliver an actionable multi‑year digital transformation roadmap that sequences short‑, mid‑, and long‑term initiatives and defines required resources, governance roles, and investment needs.
  • Governance Framework Development Author the Integrated Technology Governance Charter detailing roles, responsibilities, and decision‑making authorities.
  • Guide formation and operation of UOSA’s Technology Governance Committee, ensuring representation across divisions and alignment to organizational objectives.
  • Define project intake, prioritization, and evaluation processes, including standardized metrics, KPIs, and risk/benefit scoring systems.
  • Cross‑Functional Leadership & Stakeholder Engagement Lead workshops, interviews, and collaborative sessions across UOSA divisions to gather insights, document pain points, validate findings, and drive change readiness.
  • Serve as the primary advisor to UOSA leadership on transformation direction, investment strategy, and organizational impacts.
  • Ensure alignment across ITS, operations, compliance, engineering, laboratory, finance, HR, and other functions.
  • Quality Assurance & Industry Best Practices Ensure all transformation strategies and governance materials reflect best practices in public sector digital transformation, cybersecurity, operational technology modernization, and process digitization.
  • Apply knowledge of control frameworks, OT/IT integration patterns, and utility-sector benchmarks to ensure UOSA’s roadmap is current, realistic, and future‑proof.
  • Ensure alignment with NIST 800‑53 and 800‑82 considerations where relevant to IT and OT environments.
