About The Position

Provides office support, payroll and quality assurance activities to individuals enrolled in the CCS Developmental Disabilities Services and Personal Supports Workers (PSW) throughout all of the CCS DD Program. The position must ensure compliance with Developmental Disabilities programs in accordance with the Oregon Administrative Rules. Coordinates Payroll activities for PSWs, enrolled individuals within the Developmental Disability Program, and performs other tasks as identified by the Developmental Disabilities Program Manager or Executive Director. This position may at times requires some travel throughout the following counties: Morrow, Wheeler, Gilliam, Lake, Harney and Grant.

Requirements

  • High School Diploma or GED and have 2 years in office related work experience.
  • Have a clear understanding of In-Home Payroll System(s), Individual Support Plans and in home Needs Assessments.
  • Must have the ability to collaborative effectively with various individuals, groups and systems within the agency and community.
  • The ability to work effectively as a team member.
  • Must possess conflict resolution skills.
  • Must have the ability to effectively communicate both verbally and in writing, work independently, and complete all responsibilities in a timely fashion.
  • Must have the ability to represent the interests of the customer and the agency in a favorable light to the community.
  • Remains updated on all rules and Oregon Administrative Rules (OAR’s) pertaining to Developmental Disabilities (DD) Services. Other skills and responsibilities
  • Must be computer literate and have excellent typing skills, have knowledge of basic office software programs and ability to effectively use such software.
  • Makes appropriate use of supervision, consultation and coaching.
  • The position requires the handling of highly confidential information. Must adhere to rules and laws pertaining to client confidentiality.
  • Must pass all criminal history check requirements as required by ORS 181.536-181.537 and in accordance with OAR 410-007-0200 through 410-007-0380.
  • In addition to a pre-employment background check, each employee, volunteer and contractor shall be checked on a monthly basis against the OIG and GSA exclusion lists, as well as other federal and state agency lists. If it is discovered that an employee, volunteer or contractor is excluded or sanctioned it will be the cause for immediate termination of employment, volunteering, or the termination of the contract.
  • Must hold a valid driver’s license as well as personal auto insurance for privately owned Vehicles utilized for CCS business such as client service purposes, travel between business offices and the community, to attend required meetings and trainings. Must show proof of $300,000 or more liability coverage for bodily injury and $100,000 or more property damage, and maintain said level of coverage for the duration of employment at CCS.
  • The employee’s insurance is primary with CCS insurance being secondary. CCS reserves the right to deny any employee the use of a vehicle owned by CCS.

Responsibilities

  • Assists Services Coordinators with maintenance of program files and scanning of documentation into the CCS Developmental Disabilities Program Electronic Records System.
  • Manages and Processes PSW payroll and employment documents.
  • Coordinates client payroll activities, and ensure employees are paid and enrolled with the Fiscal Intermediary Services and in the EXPRS Billing System.
  • Responsible for maintenance, submission, and timeliness of all payroll and employee records.
  • Records all necessary information into CCS, state and Fiscal Intermediary databases on clients receiving services in the DD program.
  • Provides quality assurance of in home plans as they are entered into eXPRS Plan of Care.
  • Ensures follow-up is completed with Developmental Disabilities staff in local County Offices to ensure that all records are received and sent to partnering agencies in a timely manner.
  • Monitors and notifies Program Manager of compliance issues.
  • Communicates regularly with Developmental Disabilities staff in each county to ensure excellent continuity of care.
  • Participates in joint case planning and coordination with other CCS employees.
  • Provides exceptional customer service to families and PSWs.
  • Participates in all team and agency meetings as scheduled and/or requested.
  • Researches Developmental Disabilities programs and Oregon Administration Rules.
  • Provides transportation for customers when required.
  • Attends local, regional and state meetings as requested by the supervisor.
  • Be a resource to on-call staff for consultation or involvement in reference to developmentally disabled customers.
  • Provides training regarding state system and responsibilities to Personal Support Workers
  • Other duties as assigned.
