About The Position

The Illinois State Police (ISP) are searching to fill the Deputy Statewide 9‑1‑1 Administrator position. This position supports the effective operation and advancement of Next Generation 9‑1‑1 across Illinois and works closely with the Statewide 9‑1‑1 Administrator and PSAP System Managers to ensure consistent training, operational alignment, and compliance statewide. The position serves as the statewide coordinator for Telecommunicator and Telecommunicator Supervisor training and certification, manages the Statewide 9‑1‑1 Grant Program, and conducts PSAP compliance reviews. As a subject matter expert in the Emergency Telephone System Act (ETSA) and Administrative Rules, the Deputy Administrator provides guidance, oversight, and supervision to assigned staff and participates in 9‑1‑1 Advisory Board activities as needed. Requirements

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college, preferably with courses in business or public administration.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization.
  • Requires at least four (4) years of knowledge and/or experience with managing 911 PSAPs, 9-1-1 regulations, rules, and policies.
  • Ability to pass an Illinois State Police background check and drug screening,
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires appropriate, valid driver’s license.

Nice To Haves

  • Prefers at least four (4) years of experience in strategic planning efforts or formalized project management techniques.
  • Prefers at least four (4) years of experience in fiscal management and/or budgeting.
  • Prefers at least four (4) years of experience reviewing, establishing, implementing, and interpreting policy and procedures.
  • Prefers at least four (4) years of experience reading and/or interpreting statutes, legislation, and/or Administrative Rules.
  • Prefers at least four (4) years of experience with audit or compliance review procedures.
  • Prefers at least two (2) years of experience establishing goals and objectives for subordinate personnel.
  • Prefers at least two (2) years of experience working with personnel matters in the private or public sector.
  • Prefers at least two (2) years of experience serving as a coordinator over a large statewide program in a public or private sector environment.

Responsibilities

  • Works closely with the Statewide 9-1-1 Administrator and the 9-1-1 Authority’s System Managers employed at Public Safety Answering Points operating throughout the State of Illinois to ensure proper training and operational procedures are followed in furtherance of Next Generation 9-1-1.
  • Serves as the statewide training coordinator for the Telecommunicator/Telecommunicator Supervisor Training and Certification Program.
  • Manages and administers the Statewide 9-1-1 Grant Program.
  • Conducts PSAP compliance reviews.
  • As a subject matter expert, develops expert familiarity with the ETSA and Administrative Rules.
  • Serves as a full line supervisor.
  • Participates in 9-1-1 Advisory Board meetings as needed.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
