About The Position

The Illinois State Police (ISP) are seeking to hire a Deputy Chief Counsel for Privacy, Ethics, Information, and Discipline. This role will serve as a senior legal advisor responsible for planning, organizing, directing, and evaluating the activities of the Illinois State Police (ISP) legal team. This role provides leadership and oversight for legal matters involving privacy law, ethics, the Freedom of Information Act (FOIA), the Open Meetings Act (OMA), subpoenas, and employee discipline. The position manages both professional and paraprofessional legal staff to ensure timely, consistent, and legally sound counsel across the agency. This person will also serve as a full line supervisor, providing legal instruction and guidance to sworn officers and other personnel on matters related to privacy law, ethics, FOIA, OMA, subpoenas, and discipline and acts as Chief Legal Counsel during the Chief Legal Counsel’s absence, assuming full responsibility for the direction and management of legal operations. Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
  • Requires prior experience to four (4) years of progressively responsible administrative experience in a public or business organization.
  • Requires the possession of a license to practice law in Illinois.
  • Requires four (4) years in the practice of law.

Nice To Haves

  • Prefers four (4) years of experience with legal research and writing.
  • Prefers three (3) years of experience supervising staff and/or other attorneys.
  • Prefers two (2) years of experience actively engaged in courtroom practice as a licensed attorney.
  • Prefers two (2) years of experience handling employee discipline matters as a licensed attorney, including but not limited to experience with mediation or negotiations.
  • Prefers two (2) years of experience with the Freedom of Information Act or the Open Meetings Act.
  • Prefers two (2) years of experience with the administrative rulemaking process in Illinois.
  • Prefers two (2) years Prefersof experience with drafting and reviewing contracts as a licensed attorney.
  • Prefers two (2) years or experience in the practice of privacy law as either a licensed attorney or certified privacy.

Responsibilities

  • Plans, organizes, controls and directs, individually as well as through subordinate professional and paraprofessional staff, the activities of the ISP legal team, especially as it relates to privacy law, ethics, the Freedom of Information Act, the Open Meetings Act, subpoenas, and employee discipline.
  • Serves as full line supervisor.
  • Provides legal instruction to sworn officers, especially as it relates to privacy law, ethics, the Freedom of Information Act, the Open Meetings Act, subpoenas, and employee discipline.
  • Serves as Chief Legal Counsel during the Chief's absence.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
