About The Position

In support of the Chief Information Officer (CIO), the Deputy Chief Information Officer (Deputy CIO) provides executive leadership, strategic direction, and operational oversight across all County technology services, with a specialized responsibility for mission-critical public safety and 9-1-1 technology systems. This position is responsible for aligning County enterprise IT services with the operational needs of the Department of Public Safety (DPS), including 9-1-1 emergency communications, public safety communications infrastructure, and emergency management situational awareness systems. The Deputy CIO ensures the reliability, security, interoperability, and continuous improvement of all County technology platforms, with a particular emphasis on PSAP operations, 9-1-1 CAD systems, telecommunications, GIS, radio systems, and emergency technology ecosystems. The Deputy CIO serves as a key executive liaison between County IT and DPS leadership, ensuring that all 9-1-1 and public safety systems meet regulatory requirements, support operational excellence, and are eligible for and compliant with applicable 9-1-1 funding streams. This position acts on behalf of the CIO as assigned. This position is deemed essential and may be required to work during inclement weather, natural disaster, other emergency situations, and/or when the County offices are officially closed due to inclement weather, natural disaster, or other emergency situations.

Requirements

  • Bachelor’s degree in computer science, Information Technology, Public Safety Technology, or related field, plus:
  • Seven (7) years of progressively responsible experience in:
  • Information systems, cybersecurity, or public safety technology
  • Five (5) + years of technical experience including infrastructure, applications, and security
  • Leadership experience including strategic planning and resource management
  • Equivalent combinations of education and experience considered.
  • Required to work outside of normal business hours to attend meetings or in emergency situations.
  • Must be able to provide your own transportation to meetings, trainings, appointments, and able to access those locations with reasonable accommodations.
  • The ability to supervise others effectively; ability to establish and maintain good relations and supportive attitudes with the employees, public safety agencies and their personnel, news media, public officials, and the general public.
  • Ability to properly handle confidential information and materials
  • Knowledge of desktop, server, mobile devices, and VoIP communications
  • Knowledge or industry-standard project management guidelines and their application
  • -Knowledge of networks, including virtual and physical infrastructure
  • Ability to communicate orally and written in a professional manner
  • Strong knowledge of 9-1-1 systems and PSAP operations, 9-1-1 CAD, GIS, P-25 Public Safety radio, telecommunications systems and Emergency communications infrastructure and standards
  • Understanding of Public safety regulatory framework, Cybersecurity requirements for CJIS and emergency system and Ability to operate effectively in high-pressure, mission-critical environments
  • Valid driver's license and acceptable driving record in accordance with County policy.
  • Acceptable pre-employment PA State Police criminal background check.
  • Must maintain CJIS clearance.

Responsibilities

  • County Enterprise IT Leadership: Provides executive oversight of County-wide IT strategy, operations, and service delivery in support of the CIO
  • Develops and implement long-term technology plans aligned with County strategic goals
  • Ensures business continuity, disaster recovery, and cybersecurity resilience
  • Oversees departmental budgets, staffing, and performance management
  • Maintains enterprise service delivery standards and customer experience
  • County-wide IT Budgeting & 9-1-1 Funding Alignment - Support development and management of budgets related to:
  • County-wide enterprise systems
  • Public safety technology systems
  • 9-1-1 eligible expenditures
  • Ensures appropriate allocation, tracking, and reporting of:
  • County general funds
  • 9-1-1 surcharge funds
  • State and federal grant funding (e.g., CISA, PEMA, FEMA, NG911 grants)
  • Identifies and pursues one-time and recurring funding opportunities to support County and public safety technology enhancements
  • Personnel & Leadership
  • Supervises technical and operational staff across IT and public safety technology domains
  • Conducts performance evaluations and workforce development
  • Promotes cross-training between IT and DPS technology personnel
  • Vendor, Project & Procurement Oversight - Leads evaluation, selection, and management of vendors supporting:
  • 9-1-1 CAD systems
  • Public Safety Radio systems
  • Telephony and NG911 platforms
  • Public safety software and infrastructure
  • Oversees large-scale public safety technology projects, ensuring:
  • Budget adherence
  • Timeline compliance
  • Alignment with operational requirements
  • Stakeholder Engagement & Intergovernmental Coordination - Serves as the County's executive technology liaison to:
  • Public safety agencies (law enforcement, fire, EMS)
  • Municipal partners
  • State and federal agencies
  • Participates in regional and statewide public safety technology initiatives
  • Represents County IT and DPS technology interests at meetings, conferences, and working groups
  • OTHER SPECIFIC TASKS OR DUTIES
  • Provides strategic and operational oversight of 9-1-1 and public safety technology systems, ensuring high availability, redundancy, and mission-critical performance
  • Oversees and support the lifecycle management of:
  • Computer-Aided Dispatch (CAD) systems, Next Generation 9-1-1 (NG911) systems, Radio communications systems (e.g., P25 infrastructure), Telephony and call handling platforms, Public safety GIS and mapping systems, Mobile/field communications assets (e.g., FieldComm units), PSAP technology infrastructure, including primary 9-1-1 and backup 9-1-1 Emergency Communication Centers (ECC)
  • Ensures interoperability between County IT systems and 9-1-1 DPS operational systems, including real-time data sharing and situational awareness platforms
  • Leads technology planning for 9-1-1 emergency communications, including:
  • System modernization initiatives
  • Redundancy and failover capabilities
  • Resiliency planning for critical infrastructure
  • Compliance, Security & Continuity - Ensures all public safety systems comply with:
  • State and federal 9-1-1 regulations
  • Cybersecurity standards (CJIS, NIST, etc.)
  • Data privacy and criminal justice information requirements
  • Develops, implements, and maintains security protocols specific to 9-1-1 emergency communications systems
  • Oversees continuity of operations (COOP) and disaster recovery planning for:
  • PSAP operations
  • 9-1-1 CAD and P-25 Public Safety radio systems, public safety data systems
  • Operations & System Reliability - Ensures 24/7 operational readiness of all 9-1-1 and public safety systems
  • Monitors system performance, uptime, and service levels
  • Coordinates system upgrades, maintenance, and patching with minimal operational disruption
  • Leads incident response for critical system failures affecting public safety
  • Delegated authority to act on behalf of Chief Information Officer in the absence of or as assigned
