About The Position

Link Solutions is seeking a Deputy Program Manager to join our team at Adelphi, MD. Must be a U.S Citizen Must have an active DoD Security Clearance. Non-remote (relocation incentive available) The Deputy Program Manager for Enterprise Technology and Modernization will support the Army Research Laboratory by guiding high-quality IT service delivery while advancing transformative technology initiatives. This role serves as the senior technical lead for infrastructure, network engineering, cybersecurity, endpoint management, the service desk, ServiceNow, and research computing. Requirements

  • U.S. citizen with an active security clearance.
  • Bachelor’s degree in Information Technology, Business Administration, or a related field.
  • Twelve (12+) or more years of experience leading IT programs or projects, with a proven record of successful delivery in enterprise environments.
  • Project Management Professional certification required; additional PMI credentials are a plus.
  • IAT Level II certification or higher in accordance with DoD 8570 or DoD 8140 requirements (such as Security Plus CE, GSEC, SSCP, or equivalent).
  • Experience supporting enterprise infrastructure, cloud environments, cybersecurity operations, and IT service management.
  • Working knowledge of hybrid cloud solutions, virtualization platforms, and software-defined technologies.
  • Understanding of DoD security frameworks, including RMF, ATO processes, and STIG compliance.
  • Strong command of project management methodologies, financial management, budgeting, and risk assessment.
  • Proficiency with Microsoft Office and project management tools such as Microsoft Project or Jira.

Nice To Haves

  • Masters Degree.
  • Experience with incident management within the ServiceNow Information Technology Service Management (ITSM) platform.
  • Must have ITIL v4 Foundation or higher.
  • Experience with ServiceNow or enterprise ITSM platforms.
  • Cloud certifications (AWS, Azure, etc.).
  • Experience creating and modifying documentation for technical processes and procedures.
  • Experience working in a Department of Defense (DoD) environment.
  • A problem solver and troubleshooter who thrives in resolving complex problems.
  • Excellent communication skills (written and oral) and interpersonal skills.
  • Excellent organizational skills, attention to detail, and ability to prioritize and manage multiple tasks.

Responsibilities

  • Serve as the senior technical lead supporting the Program Manager in enterprise IT operations and modernization initiatives.
  • Support execution of ARL’s IT modernization roadmap while ensuring operational stability across classified and unclassified environments.
  • Promote architectural alignment across infrastructure, cloud, network, cybersecurity, endpoint, and IT service management platforms.
  • Support cloud and hybrid infrastructure initiatives, automation efforts, and software-defined technology adoption.
  • Identify and recommend emerging technologies aligned to ARL mission requirements.
  • Promote process improvement, automation, and operational efficiencies across technical domains.
  • Partner with ARL stakeholders to reduce IT burden on researchers while maintaining compliance and cybersecurity requirements.
  • Support modernization of research computing environments, including containerization and scalable infrastructure solutions.
  • Ensure modernization and operational initiatives align with RMF, Continuous ATO, STIG compliance, and vulnerability management requirements.
  • Incorporate security-by-design principles into infrastructure and platform decisions.
  • Participate in technical governance forums and support lifecycle planning and standardization efforts.
  • Identify technical risks and recommend mitigation strategies.
  • Advise the Program Manager on technical staffing needs and support engagement with Government technical leadership.
