Our organization plays a pivotal role in disaster recovery and resiliency programs, including those funded through HUD Community Development Block Grant Disaster Recovery (CDBG-DR), Community Development Block Grant Mitigation (CDBG-MIT), FEMA Individual Assistance (IA), FEMA Public Assistance (PA), FEMA Building Resilient Infrastructure and Communities (BRIC), and initiatives led by the U.S. Army Corps of Engineers (USACE). We are seeking a Deputy Program Manager to be part of LEMOINE's growing Florida disaster recovery team. Working alongside the Program Manager and a collaborative multi-disciplinary team, this role supports the day-to-day delivery of CDBG-DR housing recovery programs serving Hillsborough, Pinellas, and surrounding counties in the Tampa Bay area. This position may also support other Florida programs as our work expands across the state.

Requirements

  • Bachelor's Degree from an accredited university in Public Administration, Business, Construction Management, or related field; or equivalent work experience.
  • 5–7 years of professional experience in CDBG-DR or other federally funded disaster recovery or community development housing programs.
  • Experience overseeing case management operations, compliance functions, or construction management activities within a grant-funded program.
  • Strong understanding of HUD CDBG-DR regulations, 2 CFR 200, Davis-Bacon Act, Section 3, and NEPA environmental review requirements.
  • Demonstrated ability to manage cross-functional teams and hold staff accountable to production targets and compliance deadlines.
  • Proficiency in Microsoft Office Suite and project management or program tracking software.
  • Excellent organizational, analytical, and written communication skills.
  • Willingness and ability to travel within the Tampa Bay area and across Florida as program needs require.

Nice To Haves

  • Working knowledge of Xactimate for construction estimate review and documentation preferred.
  • Experience supporting federal monitoring visits, desk reviews, or audit-readiness activities strongly preferred.

Responsibilities

  • Work alongside the Program Manager to support all aspects of program administration including client communications, federal reporting, stakeholder coordination, and day-to-day operations across Hillsborough, Pinellas, and the broader Tampa Bay area.
  • Monitor program activities across all functional areas to ensure compliance with CDBG-DR eligibility standards, HUD regulations, and approved action plan requirements.
  • Support case management workflows including applicant intake, eligibility determination, duplication of benefits review, environmental review coordination, and award processing.
  • Help manage and track program spending, project milestones, and production metrics; contribute to regular reports for the client agency and federal oversight bodies.
  • Coordinate with the Construction Manager to align construction scheduling, scope approvals, change order processing, and construction file documentation with program compliance requirements.
  • Review construction cost estimates and documentation for accuracy, completeness, and program eligibility; working knowledge of Xactimate preferred.
  • Contribute to program policies, standard operating procedures, procurement documents, and staff training materials.
  • Support and advise the client agency in interpreting HUD Action Plans, amendments, and Federal Register guidance, including but not limited to leading the development and refinement of program policies, guidelines, and standard operating procedures to ensure compliant, efficient, and defensible program implementation.
  • Help prepare for federal monitoring visits, HUD desk reviews, and OIG audits; work with the team to ensure all program files are complete and audit-ready.
  • Work with Team Leads, Case Managers, and support staff; provide feedback, coaching, and day-to-day coordination.
  • Interface with client agency staff on day-to-day program matters; escalate issues to the Program Manager as appropriate.
  • Assist with subrecipient monitoring, subcontractor compliance oversight, and grant administration activities.
