About The Position

Under the direction of the Fire Chief, will perform supervisory duties and direct the activities of the Freeport Fire & EMS Department and its personnel. Responsible to plan, organize, lead, manage and/or direct a division(s) of the department, as assigned. These activities can include but are not limited to: Fire Marshal for fire prevention, inspection, and investigations; assist Emergency Management Coordinator with citywide emergency management planning. EMS Assignment: During the performance of the position of Deputy Chief, the individual shall perform in the capacity of supervisor of EMS scenes from firefighter/EMT to Incident Commander. The Deputy Chief may perform its medical certification level in the field if required. Fire Assignment: During the performance of the position of Deputy Chief, the individual shall perform in the capacity of supervisor of fire scenes from firefighter to Incident Commander. Training/Research: Conducts research and analysis of current and future fire/EMS issues and trends to ensure quality services. Plans, organizes, and develops lesson plans for training programs in conjunction with the Texas Department of State Health Services and Texas Commission on Fire Protection (TCFP). Compliance: Assists in accomplishing established overall organizational goals through program management, after action review of fire/rescue incidents, and fire-based quality assurance. Conducts and evaluates fire/EMS training activities and classroom instruction sessions. Develop programs to validate employee skills per policy. Performs ride-along with emergency vehicles, during emergency calls to evaluate fire/EMS services under emergency scene conditions. Emergency Management: Deputy Chief shall be involved with Emergency Management at the local, county, state, and federal level, as needed. The Deputy Chief is a local representative under the Emergency Management Coordinator to oversee, manage, and maintain the City of Freeport response and recovery operations, as assigned. The Deputy Chief provides technical and professional advice on emergency management annexes. Project Management: Tasks require the ability to schedule, coordinate, and manage various projects of varying degrees of difficulty, size, and complexity. Social and Interpersonal Communication Skills: Position requires professional, social, and interpersonal communication skills, including the ability to function in a major organizational unit requiring significant internal and external interaction. Reasoning: Position requires functional reasoning skills enabling the analysis of major problems that necessitate complex planning for interrelated activities that can span one or several work units. Position requires situational reasoning skills allowing for the ability to exercise judgement, decisiveness, and innovation in situations involving broader aspects of the organization.

Requirements

  • High School Diploma or GED
  • Texas Department of State Health Services certification as an EMT-B or higher
  • be certified by Texas Commission on Fire Protection as a Fire Inspector, Arson Investigator and Structural Firefighter
  • Must also have certification from Texas Commission on Law Enforcement as a Basic Peace Officer
  • valid Texas Driver License with a Class B endorsement or the ability to obtain one withing 90-days of hire
  • Considerable knowledge of Fire Prevention, Inspection, Investigation, Fire suppression, emergency medical services; and emergency management principles, procedures, techniques and equipment, as required
  • Considerable knowledge of applicable laws, ordinances, procedures and regulations
  • Skilled in the operation of the job specific tools and equipment
  • Ability to train and supervise subordinate personnel, ability to perform work requiring good physical condition, ability to communicate effectively, ability to exercise sound judgment, ability to effectively give and receive instructions, ability to establish and maintain effective working relationships with others
  • Must pass a drug analysis test, physical exam, and successfully complete a background check

Responsibilities

  • Inspect buildings and other properties for fire hazards and enforce fire prevention ordinances
  • Review Construction Plans
  • Prepare a variety of reports as necessary
  • Directly supervise the Lieutenant(s), Firefighters, Emergency Medical Technicians and all others assigned
  • Respond to alarms and direct activities as required
  • May serve as Incident Commander during emergency operations
  • Directly and indirectly responsible for the supervision of employees and volunteer members
  • Enforces policies and procedures of the Department in order to implement directives from the Chief
  • Plan and implement fire and emergency medical service programs for the city
  • Attend local and regional meetings as necessary
  • Formulate or recommend programs or policies to alleviate department deficiencies
  • Review specifications for new equipment
  • Meet with other public safety officials, community and business representatives, and/or the public
  • May be assigned to perform any and all duties of lower classifications as necessary
