About The Position

The NYC Department of Design and Construction’s Division of Infrastructure is seeking a Deputy Director to join the Program Management Unit – Engineering & Support Services, Front-End Planning (FEP) – DEP Coordination team. The successful candidate will oversee a team of Inter-Agency Coordinators responsible for advancing DEP-driven sewer and water main capital projects, including the Southeast Queens (SEQ) Program, Green Infrastructure (GI), Cloudburst, and Bluebelt /BMP initiatives with a portfolio valued at more than $1B. Roadway work is typically incorporated as a secondary scope to restore streets to a state of good repair in tandem with underground infrastructure improvements. This role is central to aligning project scopes with DEP’s drainage and NYC resiliency initiatives while navigating constructability challenges, interagency dependencies, and long-term climate risks.

Requirements

  • Strong background in capital project planning, engineering design and/or construction management with demonstrated experience addressing drainage, sewer, or roadway infrastructure challenges.
  • Experience conducting grading & drainage analysis and constructability review, including utility coordination and acquisition considerations.
  • Proven ability to navigate complex interagency processes, facilitate conflict resolution, and manage multi-stakeholder priorities.
  • Familiarity with climate resiliency planning, adaptation/mitigation frameworks, and integration of sustainability goals into scope development.
  • Supervisory experience with the ability to lead and mentor technical staff.
  • Authorization to work in the United States is required for this position.
  • A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
  • A four year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
  • Education and/or experience equivalent to "1" or "2" above. An accredited Master's degree in one of the disciplines described in "1" above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience. However, all candidates must have the two years of the administrative, managerial, executive or supervisory experience as described in "1" above.

Responsibilities

  • Lead scope assessment and planning efforts for complex DEP-driven infrastructure projects, ensuring early identification of risks, conflicts, and opportunities for mitigation.
  • Evaluate constructability and sequencing challenges at the planning stage, including grade, acquisition, utility, and staging constraints.
  • Integrate future climate adaptation and mitigation considerations into project planning to support citywide sustainability and resiliency priorities.
  • Supervise staff in coordinating with NYC Department of Environmental Protection (DEP), NYC Department of Transportation (DOT), and other agencies to resolve scope-related and field issues, reducing delays and minimizing impacts to communities.
  • Maintain and expand FEP databases and performance metrics, including Key Performance Indicators (KPI), and tracking variables impacting project cost estimates and schedule development.
  • Represent the Director in their absence, providing leadership and decision-making support across FEP activities.
