About The Position

Shape the Future of Accountability in Healthcare: Become Our Deputy Director, Office of Audit Services Are you an experienced leader with a passion for promoting accountability, transparency, and integrity in the healthcare system? Covered California is seeking a dynamic individual to serve as the Deputy Director, Office of Audit Services. In this pivotal role, you'll oversee critical audit, compliance, and monitoring functions, ensuring the highest standards of operational excellence for California's health insurance marketplace. As the Deputy Director, Office of Audit Services, you will be the chief audit executive for Covered California. You will leverage your business and audit technical experience to implement the strategic vision, goals, and objectives for the Office of Audit Services. In this influential role, you will: Lead Internal Audit Services: Develop, execute, and report on the annual risk-based Audit Plan to support Covered California's mission, strategic plan, and goals. You'll ensure audit findings are evidence-based and provide actionable solutions that strengthen internal controls and drive organizational improvement. Oversee External Audit Coordination: Direct the coordination of external audits conducted by federal and state agencies, ensuring alignment with federal and state mandates. Shape Policy and Strategy: Develop and maintain audit policies in accordance with professional auditing standards, leveraging your expertise to allocate resources strategically and prioritize risks effectively. Provide strategic oversight to ensure effective identification and resolution of noncompliance issues. Collaborate Across Teams: Build strong relationships with stakeholders, including external agencies, internal divisions, and leadership, fostering collaboration while maintaining objectivity and independence in audit findings. Effective July 1, 2025, in response to the budget deficit, the Department of Human Resources (CalHR) has implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 requires that each full-time employee working their assigned work schedule receive a 3 percent reduction in pay in exchange for 5 hours of PLP 2025 leave credits monthly through June 30, 2027. Requirements

  • Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities: Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department's or agency's Equal Employment Opportunity Program objectives; and a manager's role in the Equal Employment Opportunity Program.
  • Ability to plan, organize, and direct the work of multidisciplinary professional and administrative staff; analyze administrative policies, organization, procedures and practices; integrate the activities of a diverse program to attain common goals; gain the confidence and support of top level administrators and advise them on a wide range of administrative matters; develop cooperative working relationships with representatives of all levels of government, the public, and the Legislature and Executive branches; analyze complex problems and recommend effective courses of action; and prepare and review reports; and effectively contribute to the department's or agency's Equal Employment Opportunity objectives.
  • These knowledge and abilities are expected to be obtained from the following kinds of experience with substantial participation in the formulation, operation and/or evaluation of program policies (experience may have been paid or volunteer; in State service, other government settings, or in a private organization): CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies. CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies. CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Nice To Haves

  • BA/BS Degree in Accounting, Finance, Health Care, or closely related field.
  • Certified Public Accountant (CPA), Certified Internal Auditor (CIA), and/or Certified Information Systems Auditor (CISA), Certified Government Auditing Professional (CGAP).
  • Minimum of 5 years of related leadership management experience, preferably in health care program auditing, internal auditing, or public accounting.
  • Strong leadership and management skills with a demonstrated ability to train, mentor, and evaluate high-level team members to meet strategic goals.
  • Experience establishing positive relationships with diverse groups of internal and external stakeholders to foster 2-way open communication, build trust, and influence key dialogue.
  • Demonstrated experience with strategic planning and management of internal and external audits, compliance reviews, and risk management by working collaboratively with internal stakeholders and external federal and/or state control agencies.
  • Demonstrated commitment to valuing diversity and contributing to an inclusive working and learning environment.
  • Strong political acumen skills with proven ability to work effectively with stakeholders - specifically, Executive Leadership, Board of Directors, and the Audit Committee.
