About The Position

The Division of Shelter Intake & Assessment oversees the day-to-day operations of the agency’s Single Adult, Adulty Families and Families with Children intake systems, both directly run and contracted providers. The work done in this division centers on the housing of all shelter populations and the implementation of programming/shelter initiatives. The Chief and their staff are responsible for ensuring that all intake and assessment sites operate within established budgets, ensure the health and safety of the individuals, and complies with all legal mandates, including federal, state, local laws and regulations. This Division is responsible for making sure that services to the City’s most vulnerable population are delivered 24 hours a day, seven days a week, 365 days a year and throughout the five boroughs. Under the direction of the Chief of Shelter Intake, Assessment, and Operational Capacity with greatest possible latitude for independent initiative and unreviewed action the Deputy Commissioner for Shelter Intake and Assessment will be responsible for overseeing and managing staff in Shelter Intake (Single Adults, Adult Families and Families with Children). This supervision includes three (3) Associate Commissioners and will also include indirectly supervising six (6) Assistant Commissioners with other indirect reports as needed. The Department of Homeless Services is recruiting for one (1) Administrative Director of Social Services M-6 to function as Deputy Commissioner of Shelter Intake & Assessment, who will: - Provide leadership and operational direction for the day-to-day operations of the Agency’s Intake and Assessments sites. The Deputy Commissioner is responsible for ensuring that single adults, adult families, and families with children experiencing homelessness have access to the DHS shelter system in accordance with all legal mandates, including federal, state, local laws, and regulations on a 24/7 basis. - Advise the Chief of Shelter Intake, Assessment and Operational Capacity in public formulating and executing homeless policies. Ensure that all intake, assessment, and capacity programs operate within established budgets and comply with all legal mandates, including federal, state, local laws, and regulations. - Implement innovations that improve clients experience, respond to changing conditions and mandates, and/or enhance efficiency based on the strategic direction established by Chief of Shelter Intake and Services Officer. - Work in close cooperation with all DHS, DSS, HRA and other City agencies, as well as partners at other levels of government, such as the State to ensure that the Shelter Intake Division provides services to the City’s most vulnerable population regarding access to the shelter system. - Routinely represent the DSS Commissioner, DHS Administrator and Chief of Shelter Intake and Assessment in public hearings, at community meetings and events, and in meetings with advocates, elected officials, and community leaders.

Requirements

  • APPLICANTS MUST BE PERMANENT IN THE ADMINISTRATIVE DIRECTOR OF SOCIAL SERVICES CIVIL SERVICE TITLE OR BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE.
  • 1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience, in a large governmental agency, business firm, civic or community organization operating in the area of social services, including one year at the administrative or managerial level; or 2. Education and/or experience equivalent to "1" above.
  • Graduate education or a license may substitute for up to a maximum of three years of experience in the area of social services, but not for the one year of experience at the administrative or managerial level as described in "1" above, as follows: (A) A master’s degree from an accredited college or university in accounting, business, child welfare, counseling, economics, education, finance, human resources, labor relations, management, management science, nursing, operations research, organizational behavior, personnel or public administration, political science, psychology, sociology, social work, statistics, and/or urban studies may substitute for two years of experience; and/or (B) Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in “2(A)” above for each year of experience up to a maximum of three years; or (C) A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.
  • However, all candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level as described in "1" above.
