Under the general direction of the Executive Deputy Commissioner of Motor Vehicles, the Deputy Commissioner for Administration coordinates and directs the fiscal, central service, and human resource activities for the Department. The Deputy Commissioner is responsible for policy and program formulation in the areas noted above. The incumbent leads the Department in the procurement of goods and services, oversees the coordination of all human resource activities with internal and external stakeholders, including The Office of Employee Relations, the Department of Civil Service and labor unions and manages the development and negotiation of annual budgets with the Division of the Budget while overseeing the fiscal office for the agency. Specific duties include but are not limited to: Overseeing operational units responsible for: negotiation for real estate contracts and leases along with the management of all agency office and warehouse property; and oversight of the Department's vehicle fleet Oversight of the Department's Human Resources unit which includes labor relations and working with the State workforce labor unions; Statewide training for over 3,000 Department employees and affiliated partners; coordination with the Division of the Budget on staffing waivers; and recruitment and retention management for the Department across the State Manages the Department's Fiscal unit which includes procurement and contract development and oversight; agency spending and revenue management; and coordination with the Division of the Budget on the Department's annual budget and cash plan With other members of the Executive Team, provides leadership and support for the agency's multi-year technology modernization project, ensuring the Department is positioned to successfully deliver on the project As part of the Department's Executive Team, the Deputy Commissioner for Administration plays a pivotal role in the delivery of services for internal and external stakeholders, supporting the Department's mission of "Driving You Forward". The Deputy Commissioner of Administration will collaborate with Executive Team colleagues to develop and implement strategic initiatives to further the goals of the agency and promote and execute modernization efforts to best serve New Yorkers in an everchanging environment.
