Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in business or public administration.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization.
  • Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
  • Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.

Nice To Haves

  • Four (4) years of experience working with Application Security Functions and Active Directory.
  • Four (4) years of experience working in a public or private organization maintaining confidentiality of information.
  • Four (4) years of experience working with policy and regulation regarding information security as it pertains to tax information and Internal Revenue Service Publication 1075.
  • Four (4) years of experience analyzing administrative programs and adopting an effective course of action.
  • Two (2) years of experience maintaining a database.
  • Two (2) years of experience coordinating special projects and maintaining follow-up of progress.
  • Two (2) years of experience exercising judgment and discretion in the development, implementation of, and interpreting of departmental policies and procedures.
  • Advanced proficiency with Microsoft Teams or similar collaborative system.
  • Advanced proficiency with Microsoft SharePoint or similar information sharing system.

Responsibilities

  • Subject to administrative approval, provides requirements for various security and advisory functions for the support of safeguarding and disclosure operations for the Illinois Department of Revenue (IDOR).
  • Serves as project coordinator for full-range major/complex projects dealing with business aspects of Information Technology (IT) security including but not limited to multi-factor authentication methods, access methods and other areas of IT security.
  • Identifies functional requirements in collaboration with Department of Innovation and Technology (DoIT) on computer systems and databases to meet Internal Revenue Service (IRS) and other applicable standards.
  • Serves as full line supervisor.
  • Serves as back-up to the Chief Disclosure Officer.
  • Attends meetings, conferences, and seminars to stay abreast of technology enhancements and long-term technology planning.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
