About The Position

Performs complex advanced technical work planning, organizing, managing and participating in the daily operation of the Assessor's office, supervising staff, assessing real and personal property assisting with the development of the annual budget, and developing an equitable tax digest for County property values, preparing reports, and related work as apparent or assigned. Work is performed under the general direction of the Chief Appraiser. Departmental supervision is exercised over personnel within the department. To perform this job successfully, an individual must be able to perform each essential function satisfactorily. Requirements

  • Thorough knowledge of the principles, practices, and techniques used in appraising real and personal property for assessment purposes
  • Thorough knowledge of building and land values
  • Thorough knowledge of applicable State laws, rules, and regulations relating to real and personal property assessment
  • Thorough knowledge of modern office practices and of standard office and accounting equipment
  • Ability to analyze factors which tend to influence the value of property
  • Ability to exercise independent judgment, initiative, and fairness in appraising a variety of properties
  • Ability to make arithmetical calculations quickly and accurately
  • Ability to write clear and concise reports
  • Ability to communicate effectively both orally and in writing
  • Ability to plan and supervise the work of subordinate employees
  • Ability to establish and maintain effective working relationships with associates and the general public
  • Bachelor's Degree in Business, Public Administration, or related discipline with five years of progressive management, appraisal or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Supervisory experience is required.
  • Possession of Georgia Department of Revenue Appraiser IV certification upon hire
  • Managed or materially participated in a successful, major re-valuation project.
  • Certification by the Georgia Real Estate Appraisers Board as a Certified General Appraiser or equivalent.
  • Valid driver’s license in the State of Georgia with a favorable driving history (MVR).

Responsibilities

  • Supervises and evaluates assigned staff, including handling all employee concerns, directing work assignments, counseling, and disciplining employees when necessary, and working with division supervisors in completing employee performance appraisals in accordance with the Coweta County Personnel Policy.
  • Assists in planning, organizing, and directing day-to-day operations the Chief Appraiser / Department Director in directing the operation of the Assessor’s Office to achieve goals established by Board of Assessors, including preparation of the tax digest by August 1 of each year.
  • Manages and directs the appraisal staff to achieve goals established by Board of Assessors. Routinely interacts with and supervises the division supervisors to help ensure an equalized appraisal of all property contained in Tax Digest.
  • Participates, as necessary, with appeals presented to the Board of Equalization, Arbitrator, Certified Hearing Office, Superior Court or any legally available course of appeal.
  • Develops, plans, and implements procedures and schedules for timely valuation of real and personal property in Coweta County at fair market value.
  • Communicates with taxpayers, department heads, and elected officials to ensure a positive image for the Assessor's Office.
  • Collaborates with section supervisors to develop pricing schedules for personal property, land and buildings, and depreciation schedules for property located in Coweta County.
  • Approves pricing schedules and monitors implementation to ensure property is appraised within the parameters established by the Department of Revenue.
  • Assists in preparing the annual budget for Assessor's Office and reviews with Board of Assessors before submission to the Coweta County Administration and Finance Departments for approval by the Board of Commissioners.
  • Monitors budget expenditures.
  • Participates in interviewing prospective employees, consulting with section supervisors when applicable and in making final selections after reviewing decisions with Board of Assessors.
  • Works with Georgia Department of Revenue to achieve statutory requirements of Assessor's Office.
  • Confers, as necessary, with the Chief Appraiser, the Board of Assessors and the County Attorney on issues which may affect the office. Includes appeals on market value, taxability, equalization, procedures, definitions, office procedures and/or policies. Testifies as expert witness in court as needed.
  • Reviews ratio studies to ensure compliance with Georgia Law, reviews recommendations with section supervisors and presents final ratio studies to the Board of Assessors for approval.
  • Assists the public with questions on property valuation and related tax questions as needed.
  • Supports the Chief Appraiser in performing public relations duties such as speaking to civic clubs, classes, etc.
  • Works with Tax Commissioner, School Board representatives, and the Georgia Association of Assessing Officials, etc. to create better educational programs, improve public relations, and to monitor legislation.
  • Performs other related duties as required.
