About The Position

Lead and oversee the DDBI training strategy and curriculum development/maintenance by assessing statewide training needs; developing, vetting, and continuously improving training plans, curricula, and tools for internal staff and external providers; and ensuring training approaches support consistent, high-quality practice across programs. Manage training operations, partnerships, and learning systems by overseeing training-related budgets, contracts, scope of work, and deliverables; coordinating training activities and alignment across OADS DDBI programs; and administering or coordinating learning platforms (including contracted systems) to support workforce development and program priorities. Provide training, technical assistance, and interested party engagement to strengthen the DD/BI service system by delivering and supporting training for internal and external partners, promoting understanding of program requirements and compliance expectations (including HCBS and implementation initiatives), and facilitating stakeholder collaboration to improve training effectiveness, accessibility, and outcomes. The successful applicant will have progressively responsible experience leading and administering training programs, including needs assessment, curriculum and tool development, and evaluation; providing training and technical assistance to internal and external stakeholders; and coordinating training initiatives across multiple program areas to support consistent implementation and quality outcomes. The ideal candidate will also demonstrate experience managing contracts, budgets, and related operational processes, and using learning platforms and systems (including an LMS) to support workforce development, along with strong written and verbal communication skills and the ability to interpret and apply relevant policies, rules, and procedures.

Requirements

  • A combination of education, training, and experience providing the equivalent of ten (10) years of progressively responsible professional experience in leading and administering training programs, human services, disability services, or a closely related field, which includes:
  • At least three (3) years of experience in training program leadership, with an ability to assess training needs and plan, develop, implement, and evaluate training programs/curricula, including facilitation and delivery as needed.
  • A proven ability to provide technical assistance and work effectively with diverse internal and external partners to support compliance, quality improvement and statewide training initiatives.
  • Experience collaborating with external partners such as federal agencies, community providers, or advocacy organizations

Nice To Haves

  • Preference will be given to applicants who meet the minimum requirements and also have experience having developed and managed training to support developmental disabilities and brain injury programs.
