About The Position

The Database Architect will support the Texas Department of Family and Protective Services (DFPS) on the Case Management System Modernization initiative. This role serves as a technical advisor working alongside DFPS technology, data, and program divisions to design and implement data architecture solutions in preparation for transitioning to a new case management system. The Database Architect will design, develop, and maintain complex data models that support child welfare data initiatives, ensuring accurate and efficient data storage, retrieval, and processing. This position will collaborate with cross-functional teams and external vendors to logically model the flow of data between agency systems in alignment with federal and state regulations. The ideal candidate will bring extensive experience in child welfare government data systems, relational and non-relational databases, and enterprise-level data architecture best practices.

Requirements

  • 7 years of experience in data architecture, data modeling, and database design.
  • 7 years of experience developing conceptual, logical, and physical data models.
  • 7 years of experience with enterprise-level data projects and initiatives, both on-premises and cloud-based, leveraging industry-standard data best practices.
  • 7 years of experience designing and developing legacy modernization solutions transitioning to cloud environments.
  • 7 years of demonstrated excellent communication skills, both verbal and written.
  • 7 years of proficiency in Oracle and cloud data solutions.
  • 4 years of experience implementing data governance frameworks and ensuring data quality.
  • 4 years of knowledge of ETL processes and data integration methodologies.
  • 4 years of experience documenting requirements for IT and business solutions to meet program and user needs.
  • 4 years of experience working in cross-functional teams with business analysts, developers, and data engineers.
  • 4 years of experience working with sensitive data in the government sector.
  • 2 years of experience with child welfare case management systems and data.

Nice To Haves

  • Familiarity with child welfare program policies, practices, and regulatory requirements.
  • Experience supporting data architecture initiatives within Texas state government agencies.
  • Experience with data cleansing and data quality assurance activities in support of system migrations.

Responsibilities

  • Design, develop, and maintain conceptual, logical, and physical data models to support agency data initiatives.
  • Serve as a technical advisor to DFPS technology and program divisions throughout the case management system modernization effort.
  • Architect and implement legacy modernization solutions transitioning from on-premises systems to cloud-based environments.
  • Collaborate with cross-functional teams including business analysts, developers, and data engineers to ensure alignment on data architecture and solution design.
  • Work with external vendors to logically model the flow of data between agency systems.
  • Implement and maintain data governance frameworks to ensure data quality, accuracy, and integrity.
  • Support ETL processes and data integration methodologies to enable seamless data migration and interoperability.
  • Document technical and business requirements for IT and program solutions that meet user and operational needs.
  • Ensure all data architecture activities comply with applicable federal and state regulations and agency policies.
  • Handle and manage sensitive government data, including child welfare case management data, with appropriate care and discretion.
