Works under the supervision of the IDD Behavioral Health Services Application Software Development Manager or their designee. Performs highly advanced (senior-level) data analysis, modeling, and development work in support of mission-critical applications. This position is responsible for the design, implementation, maintenance, and optimization of Oracle 19c+/MS SQL Server databases, ETL processes (Informatica and/or equivalent), and enterprise data warehouses. Works under limited supervision, with considerable latitude for independent judgment and initiative supporting the HHS Division for Intellectual and Developmental Disability & Behavior Health Services. Responsibilities include: (a)Provide application and database operations triage support to troubleshoot and resolve functional and performance issues encountered in production, development, and test environments. (b) Design, recommend, and implement procedures necessary to save, retrieve, and recover databases from hardware and software failures. (c) Develop to the architectural standards, guidelines, policies, and procedures designed to ensure the integrity of the database environment Position will focus on Oracle 19c+ and MS SQL Server databases, Informatica and/or other ETL tools, SSRS/PowerBI report development, and data warehouse design.

  • Knowledge of the principles, practices, and techniques of computer databases, and systems design; of computer operations, systems, and procedures; of computer database application systems; of data processing flowcharting techniques; of database structures and theories; of current database technologies; and of data analysis and evaluation techniques.
  • Knowledge of Project Management tools such as MS Azure DevOps, MS Team Foundation Server, or similar.
  • Proficiency in data modeling tools (Erwin, Oracle SQL Data Modeler) and ETL platforms (Informatica, etc.).
  • Expert skills in SQL and PL/SQL programming, debugging, and performance tuning skills.
  • Expert skills of Oracle database architecture, administration, and security
  • Skills in Snowflake, OLTP, and OLAP design methods/patterns or equivalent
  • Skills in the use of applicable software development life cycle concepts (SDLC).
  • Skills in the development of Cloud database/data warehouses such as Oracle, AWS, and Azure Data Lakes
  • Skills in database management systems such as Oracle and MS SQL Server
  • Skills in testing principles and methodologies

  • Graduation from an accredited four-year college or university with major course work in Computer Science, Engineering or related field. May substitute Education with direct work experience on a year-for-year basis.
  • Minimum of 10 years’ experience developing, designing and maintaining application databases as an Oracle Database Administrator/Developer or a similar job function.
